Character Migration from PS4 to PC

So I left GTA on console for a while and in that time I got a gaming PC. Low and behold, one of my friends recently gifted me GTA 5 on Steam and I thought I could just transfer my online character over with no problems. Turns out I was wrong. Even though my Social Club account is linked to both my PSN account and Steam account, it keeps forcing me to create a new character. Is there a way to transfer my PS4 character to PC or am I screwed?

It was disabled back in 2017, so nope.
