Imani lock on jammer not working?

I know it's jammer or RC, one or the other, so I have a Buffalo for each option. 

 

I've been driving around in my jammer Buffalo recently and on multiple occasions been blown up with clearly curving, tracking rockets.

 

In both cases, the shooter was participating in a VIP style job. One was doing Stand Your Ground as a MC President and flying a Kosarka Sparrow, the other was on MKII and flying around the city while he was running Piracy Prevention. 

 

Can the lock on jammer be countered by VIP missions, is the jammer feature broken, or is there a glitch being taken advantage of here?

 

Edit.

Changed sessions, started Piracy Prevention and called in my MKII. flew over anyone in a Buffalo and locked on, instantly. 

 

That's not a good thing, right?

the lock on jammer is not active during some missions.

 

this is absolutety unlogical, dumb and almost betraying customers, since you pay dollars for a function, which is disabled, when you need it the most.
