Found .fl files in a mod, how do i open and modify them?

From what I've been told, .fl files originate from Flash Player/Builder im not entirely sure, and that it's an older extension. The newest version of Flash Builder (4.7) uses .fla, and so does Adobe Animate. I've tried opening it with Adobe Animate but it isn't supported and since Flash is dead altogether and moved to Animate, I have no conceivable way of opening it. If any of you have any ideas I will gladly take a look.

 

(The mod in question is Flash Mod 3.0 by Fan Flash and Mods/Oscar on YouTube)
