Why is delivering all 10 Securicars not required for 100%?

100% completion in GTA III is literally every task in the game; except for delivering all 10 securicars to the lockup at Portland Harbor. It’s not missable or anything, and it’s such a simple task, that they should’ve just added it as a 100% requirement. Wonder why they didn’t. 🤔

I think that DMA Design actually wanted to leave such task as non-100% requirement just for fun. Just look at GTA Vice City where you've got things like killing seagulls or Keepie-Uppie Beach Ball mini-game - these aspects are also non-100% requirements even though you can get a score written into your statistics. The same goes in GTA San Andreas with beating all arcade mini-games on getting 1st place. (Duality is a nightmare..) Then there are Criminal Ratings where getting the highest one can be a pain in the ass.. Although these tasks could be used nicely as some kind of hidden achievements, it's nice that we can do these installments on "110%" nevertheless. :)
