Question about The Definitive Edition

How come GTA III and Vice City didn't receive the same checkpoint system in missions as San Andreas’s Definitive Edition did? San Andreas has multiple checkpoints throughout the mission that if you fail you start back at, but in III and Vice City you just start at the beginning of the mission. Why is this?
