Why were the stunt jumps not required for 100% completion in Grand Theft Auto: San Andreas?

In every other Grand Theft Auto game that had stunt jumps, all the jumps (with the exception of half the jumps for Grand Theft Auto V) were required for 100% completion. Why were 0 jumps required for 100% in Grand Theft Auto: San Andreas?

I'm guessing it's because there's already too much things to do to get GTA San Andreas to 100%? I mean there's the story missions, the side missions, the races, the challenges, the collectibles and many more. Adding the Unique Stunts would just make the game a much more pain in the ass than it already is (for most people though, I'm completely fine with it being required for the 100% completion).

Because Stunt Jumps kills.. seriously.. i've died so many times and because of that i had to change some of their locations
