It happens on the Xbox cause I've had it happen for some time. There are many times when the horses are alive and hightailing it out of the area without a rider, but sometimes they are just standing still in the middle of a path or bridge. Funny thing is that they cannot be moved or have any interaction. Some of them just fall over dead when I get close to them, and others are laying in the road or off to the side that way. I have also had living ones spawn inside of the buildings, like the store in Valentine or the train station in St Denis, and also had one spawn on a train car while I was in the middle of a mission.
