What's with the inconsistent character usage?

Why are characters throughout the game used inconsistently? (Atleast after the Los Santos chapter of the game)

 

-Dwayne and Jethro have barely any role or relevancy in the entire game aside from the mission they're introduced in.

-Ballas have play a part in the storyline and drug trade after the Los Santos portion, but Vagos are just left out of anything.

-Emmet literally is only briefly mentioned like once or twice after Nines and AKs.

-Big Poppa is introduced out of nowhere as if he was a relevant character to the storyline beforehand.

-The Russian mafia's role is very small and you literally cannot encounter one of them outside of like 3 missions.

-The Truth literally unexplainably vanishes from the game after Wear Flowers In Your Hair up until the middle of the Desert chapter, and then he randomly appears out of nowhere right at the very end of the game.

-Ryder's existence (or former existence) stops being mentioned and flat out ignored like everyone got Alzheimers.

-There's this meth-addicted chick that appears in Beat Down On B-Dup who has a unique model and briefly reappears in Grove 4 Life who has no explanation for why she's there or who she is.

-Sweet's Girl literally disappears as soon as she's introduced despite the fact she caused an entire mission to happen.

-Woozie disappears from everyone's minds as soon as Madd Dogg's Mansion is reclaimed up until a brief mention at the very very end of the game, I mean he has businesses in San Fierro and Las Venturas, why couldn't they make him open a business in Los Santos for the storyline?

-Big Bear appears like twice and disappears.

-Cesar and Kendl vanish for the entirety of the Las Venturas and Desert sections of the game until at the very very end of the Las Venturas/the beginning of the "Tenpenniopolis" chapter.

-Everybody forgets about the San Fierro business, infact, San Fierro is erased from the storyline as soon as you move on from it (aside from the mission "Vertical Bird"). From what I gathered I think the garage was sold to a buyer, as Cesar and Kendl were "Sorting sh*t out", but that would retcon being able to play the additional garage missions even after killing Tenpenny.

-The fate of Jizzy's Pleasure Domes is left a complete mystery after his death.

-CJ talks in Deconstruction about he "Needed new land", implying the construction sites above the garage would be used later, but they never were, so the mission is pointless, somewhat fun, out of place filler.

-Zero appears in the heist missions out of nowhere for... some reason? I mean his missions are optional, and what the f*ck is he even doing in Las Venturas? he has no relations with the triad from what I gathered.

-Berkeley is just a name, he literally has 0 roles in the actual storyline and no appearance or voice or anything.

-Area 69's future after Carl's heist remains a mystery, how did they cope with such a tremendous loss?

-The Betting Shop's fate after Woozie leaves for LV isn't clarified in the storyline.

-The Truth's Marijuana farm disappears from everyone's mind, I mean was it his main source of income? did he intend on leaving it? why did he go from drug trading to stealing goverment projects?

-Why wasn't Zero in the Los Santos portion? I mean he would have made a great engineer and device and computer maker for Madd Dogg, so why wasn't he part of the crew?

-What happens to the refugees in the Da Nang Thang after CJ frees them?

-Speaking of gangs, what happens to the non-Los Santos gang when CJ returns to Los Santos? why don't they do a last ditch effort by trying to get revenge on CJ in Los Santos?

-It was never clarified in the storyline what the van in Wear Flowers In Your Hair was there for or why Truth wanted Carl to shut up about it.

Look, GTA San Andreas is my favorite GTA game, but I'll have to admit the game was rushed due to time constraints and Console limitations, I wish that someday we'd get to play a fanmade remake of the game with all of it's cut glory and storyline changes, but I don't see that happening anytime soon, so uhh, yeah.

I'm guessing R* ran out of time/budget. The game was already huge, even for today's standards. 3 fully realized cities, long story, characters voiced by actual A list actors...

 

But then again, doesn't this happen in the other GTAs too? Like, Franklin never seeing his aunt again. (...and some other things that I can't think of right now...)
