Vice City, August-September 1986

After a 15-year long stretch in jail, infamous Liberty City mobster Tommy Vercetti is sent down south by his old boss, Sonny Forelli. But all does not go smoothly upon his arrival in the glamorous, hedonistic metropolis of Vice City. Tommy is set up and loses everything, and many people in the city want him dead. Sonny wants his money back, and Tommy's only answer is to fight back and take over the city himself.

 

Grand Theft Auto: Vice City needs no introduction. Like its predecessor, Grand Theft Auto III, Vice City is one of the most influental games of all time. It took elements that worked in GTA III and improved upon them, while throwing some new elements in the mix. But, as great as the game is, it too kind of aged, like GTA III. That's why I decided to come up with a concept for a full remake of GTA Vice City. I know what you're all thinking, this game's a masterpiece, and you can't mess with what's practically Rockstar's magnum opus (alongside San Andreas). Well, Rockstar Games did this game (along with GTA III and San Andreas) real dirty with the recent "Definitive Edition" remasters, so I came up with my own take on a Vice City remake, showing what could have been if Rockstar decided to take their time with it.

 

You play as Tommy Vercetti, a notorious criminal from Liberty City who earned the nickname "Harwood Butcher" in the early 1970s and was sent by his former boss Sonny Forelli to Vice City in order to make a drug deal, alongside Forelli's two associates, Harry and Lee, and their lawyer contact, Ken Rosenberg. However, the planned deal goes horribly wrong, as the drug seller and two of Forelli's henchmen are killed, while Tommy and Ken barely escape the ambush, leaving the money and the drugs at the site. It's up to you to make new contracts in Vice City and repay Sonny's debt.

 

Of course, it's not a straight "copy & paste" remake of GTA Vice City, but rather a reimagining of it with new gameplay features and a more detailed and expansive map, with new vehicles, weapons, gangs, missions, a revamped soundtrack, new characters and storylines, in addition to the classic ones from the iconic PS2 original.

 

All of the original cast of characters make their return plus entirely new ones, and familiar faces from other games in the series.

 

The 3D Universe's iteration of Vice City makes its return and retains the bright, sunny atmosphere with a seedy underbelly feel that the original game's version of Vice City had. It is set in late August-early September.

 

The in-game map is divided into four districts with each one roughly corresponding to a different type of area. There is Vice Beach (beachy area), the Vice City Mainland (industrial and commercial area), the two islands in between the beach and mainland, Prawn Island (mix of residential and industrial buildings) and Starfish Island (wealthy residential area), and the Gator Keys (a rural area located outside the city with small islands and swamps).

 

The next several posts will go into further detail on the gameplay, weapons and vehicles, the in-game radio stations with their licensed music tracks, the characters of the game and the setting itself as a whole. Watch this space.

Welcome to Vice City

A huge open sprawl stretching from the beach to the swamps and the glitz of the ghetto, a town brimming with delights and degradation.

 

On the outside, Vice City looks like a nice place to stay, but peel off that layer of glamour and nice weather, and you've got yourself a city with a corrupt government, sleazy politicians, and tons of criminals, most of which are drug dealers. There are a lot of places that you need to know and people you need to be aware of. Here are some places you might find useful.

 

Weaponry & Armor

 

If you are to get around Vice City or the Gator Keys, it's important to pack some heat. There's a lot of places you can go to. For example, there's Ammu-Nation, the famous gun store with outlets across the city that sells firearms to everyone except for anti-gun zealots. If you're interested in something up close and something that doesn't cost ammo, then hit up one of the hardware stores, like Tooled Up, Bunch of Tools or Screw This, which sell tools that can be used as weapons, including a nailgun which can be used as an improvised firearm. Because hey, who needs a pistol when you have a nailgun?

 

For the more special weapons, go to Phil Cassidy's place in Little Haiti, where he sells heavy-grade equipment you otherwise won't find in Ammu-Nation, or for antique weapon enthusiasts, head on down to Stonewall J's in Little Havana for all your relic and vintage firearm needs.

 

Here's a selection of the arms and armor you can find within Vice City. Some of the guns have their real-life equivalents listed next to them in parentheses while armor types have their armor value listed instead. Like in GTA III: Liberty City Remix, armor acts as a second set of hit points to soak up the damage instead of your actual HP. Once the armor's gone, then any further attacks will affect your HP directly.

Safehouses

 

Throughout the game, you'll have all sorts of places to stay if you need to lay low. The first safehouse you start at is the Ocean View Hotel in Ocean Beach and you can unlock additional safehouses in Vice City and Gator Keys as you progress through the story missions. Other properties can be purchased instead, and these can also be customized and fortified as well, unlike the ones gained solely through the storyline.

 

Assets

 

Once Tommy Vercetti kills Ricardo Diaz in "Rub Out" and takes over his mansion, he can purchase various assets across the map after a phone call from Avery Carrington. In addition to serving as another place to save the game like with the safehouses, the assets come with their own sets of missions, along with various perks. For example, if Tommy purchases the Kaufman Cabs depot, he can ride in their cabs for free. Once all of the missions to the related asset are completed, they will start generating a weekly profit, signified by a briefcase of money appearing in the office and on the radar. Occasionally, Tommy has to do a side mission, like doing vehicle stunts for InterGlobal Studios, or delivering party supplies to the Malibu Club. Sometimes, the assets may come under attack from rival gangs, and Tommy must go defend them. Failure to do so will result in a decreased profit, and the only way to raise it back up is to do the side missions. Tommy can purchase additional means of security to lessen the chance of an asset getting attacked.

 

Mobile Phone

 

Much like in the original game, Tommy Vercetti receives a mobile phone after killing Leo Teal in "Back Alley Brawl", except it has much more functionality than in the original game. For one, the mobile phone can be used in vehicles instead of being restricted to on-foot usage, and Tommy can call other characters instead of receiving their calls. In addition, he can dial various phone numbers, such as 911 for emergency services, or phone numbers found on adverts, either on billboards, the radio or on TV. While some numbers serve no purpose other than leaving a voicemail, a few of the phone numbers can unlock additional missions.

 

Clothing

 

You may have your default "street clothes" but you can also buy plenty of spiffy threads if you got the cash. Some of these items will be sold as individual articles of clothing but there are also whole outfits that can be delivered to your safehouse's wardrobe after the completion of certain missions or activities.

There are also several outfits that can be unlocked via missions, both storyline and side activities. The default outfit at the start of the game is the "Street Attire", comprised of a turquoise Hawaiian shirt, blue stone washed jeans and white sneakers.

Pressing Issues - The #1 rated show on public radio in the Vice City area. Hosted by Maurice Chavez, this program is about public affairs and debate, with discussions of morality, perception and positive thinking, and public safety. Chavez interviews his other panelists, comprised of various locals, like Alex Shrub and Pastor Richards, and mediates an informal debate.

Bait and Switch - A fishing show hosted by Larry Joe and Bobbie Ray. One episode is taped at the Vice City Boat and Sports Show, while another episode is taped at the swamps in Gator Keys, where Larry and Bobbie get into a fight with an alligator that attempts to eat them while they're fishing.

New World Order - A conservative foreign affairs program hosted by Dwayne Thorn. The program features calls from various reporters all over the world and listeners of the show, including the conspiracy of the Japanese attempting to take over the American car market, how communism affected countries like Yemen and Germany, and how the citizens of Australia were affected following the Australian-American War.

Much like in GTA IV and V, the player is able to watch television in safehouses that have access to them. There are three channels available to the player: VBC, VBS and MeTV, each having their own programs and commercials that air in between.

 

VBC

Programs

The Barfs - A Saturday morning cartoon with a jingoistic twist. Every Barf is unique, and they're never red, even though they live in trees. And if things don't go their way, the Barfs will often resort to violence to solve their problems. Based on The Smurfs with hints of G.I. Joe.

Yuppie and the Alien - A police drama starring a well-to-do cop who is transferred to a troubled precinct downtown, and is joined by an extraterrestrial space traveler with a passion for justice. Together, they fight crime in designer clothes, with a $250k sports car and a UFO. Based on Miami Vice and ALF.

Late Weekend Hour - Live from Liberty City, it's a comedy variety show hosted by various celebrities, such as Jock Cranley, featuring skits and music performances by the hottest acts of the day. Based on Saturday Night Live.

 

VBS

Programs

Just the Five of Us - A sitcom starring the Chesterfields, who came home to find three zany houseguests after a mix-up at the adoption agency: Jimmy, a 42-year old investment banker who looks younger due to a rare disease, Shawn, a drunken hobo, and Charlotte, an adorable pyromaniac. Based on Diff'rent Strokes.

Questionnaire - A game show where players compete for money by answering various trivia questions, sometimes engaging in insults towards each other or the show's host, Edward Wasraw. Based on Jeopardy!.

Changebots - An animesque show taking place in the near future, where humanity is on its last legs, and being threatened by Lurebots, an oppresive team of robots that transform into vehicles and weapons led by Ultracon. They are challenged by a heroic team of transformative robots, led by Rhodius Thyme and called Reservebots. Based on Challenge of the GoBots and Transformers.

 

MeTV

Top of the Charts - Hosted by Trish Camden, a former DJ of Wave 103, the program showcases music videos from various artists featured in the game.

Abstract Speeches - A talk show that features interviews with up-and-coming musical acts. Based on Andy Warhol's Fifteen Minutes.

 

In addition to TV shows, Tommy can also go and see live shows at various locations, along with movies at the Miamta Cinema in Little Havana, the Washington Theatre in Washington Beach or the Astro Drive-In Theatre in Gator Keys.

 

Live Shows

In the Future, There Will Be Robots - An interpretive dance performance produced by and starring Claude Maginot in an attempt to distance himself from his TV work. Features two men dancing for one robot's heart in incredibly tight clothes, a dehydrating manatee and a futuristic laser show. Viewable at the Vice City Art Center in Downtown.

Blueberry Cobra's Floating Tent - A musical comedy from the British comedy group Blueberry Cobra. Based on performances from Monty Python. Viewable at the Hyman Memorial Stadium.

Duck Pond - A classical ballet performance. Based on Swan Lake. Viewable at the Vice City Art Center.

Love Fist Concert - The Scottish monsters of rock 'n roll exsess have come to Vice City, as part of their Steel Heart Stone Cold Prostate Tour, featuring their greatest hits, some of which are also heard on V-Rock. Viewable at the Vice City Arena after completing "Publicity Tour".

 

Movies

Knife After Dark - The slasher film that became a surprise box-office hit. A deadly curse, a deranged killer, a small town in tears... and all because a boy with a hockey mask asked for a knife. Rated R for Retarded.

The Hairy Beast from Hell - An old movie flick from InterGlobal Studios. The movie involves a giant ape being captured by hunters and sold to a film studio at an auction, which soon goes wrong when the beast escapes and kidnaps the main hunter's daughter, rampaging through the streets of Liberty City until he climbs atop the Bedford Point Tower and gets taken down by air pilots in Rustlers. It is thought that this film helped inspire other monster movies, particularly the kaiju genre in Japan. Based on King Kong.

Ray the Otter - The animated journey of an otter named Ray, who lives in a world inhabited by otters. Suddenly, Ray gets sucked into a portal and is transported to the human world in Los Santos, where he comes across an attractive woman named Trixie Fucile, the lead singer of the band Viboras. At the same time, a scientist meets Ray and tells him that he can get him back home, but problems arise when an evil alien race is transported through the scientist's device. Ray now must choose between saving Earth and risking himself getting stuck, or going back to his home dimension. Based on Howard the Duck.

Exploder: Evacuator Part II - The second part of the Evacuator trilogy, which sees Tim going through the jungles of Cambodia in a fight to save America, at the cost of losing his close friend and ally, Ho Chi. Tim starts killing millions of people that get in his way, 25 thousand of which were murdered by his survival knife alone. Rated PG, may include patriotic garbage. Based on Rambo: First Blood Part II.

Pretty good so far, though I must say reusing songs from VCS and IV doesn't sit well with me personally.

 

Kinda interested to see what the new missions are gonna be like.

You see, the reason why I included songs from other games is because Big Fat Paulie used songs that were featured in other GTA games (Vice City, San Andreas, Liberty City Stories, IV) in his GTA III concept. I purposely ignored songs that were used in the GTA III concept, and substituted some of them for VCS songs (each station, except for the reggae one, has only a maximum of 2-3 songs from that game).

 

Personally, I don't really mind songs from one game appearing in another game (GTA V/Online was kinda guilty of this in LSUR and Kult FM), as long as it's not anachronistic, but I can see why they can be a bit distracting for you. I can replace some of them and save the songs from Vice City Stories for the VCS expansion.

I agree, nothing wrong with that actually. It's just a little jarring when you can recognize a lot of the songs, especially if you've already associated a song with a certain game. I certainly preferred if new songs that still had that signature VC charm were included, but ultimately the choice is yours whether or not you want to keep the tracks.

Characters

 

As Glenn Frey once sang, there's lots of city characters and lots of dirty deals. Grand Theft Auto: Vice City Remix features all of the familiar faces from the original game present and accounted for, along with some characters from Vice City Stories, and a few new characters that weren't present in the original.

 

PROTAGONIST

Tommy Vercetti

Tommy hails from Liberty City, and formerly worked for the Forelli Family until a fateful incident in 1971 earned him the nickname "The Harwood Butcher", causing him to go to prison for 15 years. Once Tommy served his sentence, Sonny Forelli sent him to Vice City as a way for him to manage the drug operations for the Forellis over there and keep himself out of Liberty, protecting the family's reputation. However, mere minutes after landing in Vice City and meeting his lawyer, Ken Rosenberg, Tommy gets caught in an ambush during a planned drug deal and nearly gets killed, leaving two of Forelli's associates, Harry and Lee, and Victor Vance, the dealer and brother of Lance Vance, dead. He and Ken barely escape, leaving the drugs and money at the site, and Tommy tells his boss the bad news. Although Sonny is initially infuriated upon hearing this, Tommy reassures him that he'll get the money and the drugs back. Along his journey, Tommy meets various people in Vice City and Gator Keys, some friendly, and others, not so much.

 

Unlike the original game, Tommy can swim in the water.

 

MAIN CHARACTERS

Sonny Forelli

Tommy's former boss and the Don of the Forelli Family. Wanting to expand the family's operations down south, Sonny sends his recently released associate Tommy Vercetti to Vice City to prevent his interference with the business of the Forellis in Liberty and establishing the drug operations over there, as they're the best source of money these days. He also gives Tommy some cash to get himself started in the drug-dealing business, as Sonny and his family intend on visiting him to collect their cut of the profits after a few months have passed and Tommy established himself in the city. But Tommy tells Sonny the news that he lost the money and the drugs. Initially angered, Sonny agrees to Tommy's proposal to repay his debt and promises to be in touch.

 

Throughout the game, Sonny will call Tommy at various points, while slowly losing his patience with Tommy's task. Once Tommy kills Diaz and/or helps Juan García Cortez leave the city, Sonny will occasionally send hit squads after him due to his impatience of waiting for the money and drugs, and towards the end of the game, he sends his men to tax Tommy's businesses. During Sonny and Tommy's final confrontation, Sonny's revealed to be the one behind the "Harwood Butcher" incident, having sent Tommy to kill one man in Harwood, only for ten more people to show up there to ambush him.

 

Ken Rosenberg

A close friend of Tommy Vercetti and associate of the Forelli Family, Rosenberg served as a lawyer with a poor track record of trials, as he once accidentally sent an innocent man to death row. After the failed drug deal, Rosenberg decided to go into hiding out of fear of getting himself killed. Despite being nervous and having a serious cocaine addiction, Rosenberg is familiar with a lot of people in the city, and will bail Tommy out should he get arrested by the police.

 

Lance Vance

Lance worked together with his brother, Victor Vance, in the drug trade until his death at the botched drug deal between Vic and Tommy, and later teams up with Tommy in his quest for revenge. He's cool and collective, but can be a bit impulsive, as shown when he tried to take on Ricardo Diaz by himself after hearing about his involvement in ruining the deal, only to get captured by his goons and sent to the junkyard in Little Haiti. After both Lance and Tommy overthrow Diaz and kill him, over time, Lance shows his true colors as a neurotic and insecure person, as he starts complaining to Tommy about his dominance in the Vercetti Gang and being treated like a little kid, even though Tommy only yelled at him once. He also doesn't seem to like his real name, preferring to be called Quentin. Lance is often seen driving in a white Infernus.

 

MAJOR CHARACTERS

Avery Carrington

A Texan property magnate and real estate tycoon, famous for Shady Acres, a high-class complex for rich and divorced people located outside of the city. Avery sometimes resorts to dirty tactics in order to affect the prices of real estate so he can buy everything up, all in the name of capitalism, such as killing a rival property developer or blowing up property under development. It's also suspected that he's bald and wears a wig under his cowboy hat. Avery runs his operations from his black limo at a construction site in Washington Beach. Aside from working closely with Ken Rosenberg and Tommy Vercetti, Avery has a protegé by the name of Donald Love, who would also become a real estate developer in the future.

 

Doing missions for Avery Carrington will affect the cost of purchasable property.

 

Kent Paul

An Englishman with a very keen taste in music and ladies (if he manages to a hold of one, that is), Paul is a close friend of Ken Rosenberg, and similar to him, he's shown to be very knowledgable about major crime units in Vice City, and is very good with rumours with enough persuasion. Tommy and Paul initially don't like each other very much, but soon become acquintances once Paul introduces Tommy to Love Fist, the Scottish rock band that he's managing. He gets Tommy to do various tasks, including getting "Big" Mitch Baker and the Vice City Bikers to act as security for the upcoming Love Fist concert.

 

Juan García Cortez

Hailing from Central America, Juan Cortez is a retired colonel and father of Mercedes Cortez. He is stated to have survived multiple coups and death sentences, has diplomatic immunity, and fought in three revolutions, being promoted each time. Cortez is involved in the drug business thanks to his right-hand man Gonzalez, and later allied himself with Ricardo Diaz. He mainly resides in his yacht moored off the Ocean Bay Marina due to his luxury villa being bugged by the police. In addition to drugs, Cortez is also interested in military hardware, as he asks Tommy to acquire some missile technology chips, and later on, a tank. Cortez is shown to have a dislike of the French secret service, and likes eating exotic animals, such as lobsters and tapirs.

 

Ricardo Diaz

The ultimate drug baron of Vice City, often being nicknamed "Mr. Coke". Diaz hails from Colombia and has fought hard for control of the narcotics business in Vice City, having previously dealt with the Mendez Cartel two years prior, and has bribed city officials. In spite of his short stature, Diaz proved to be a dangerous drug lord due to having a huge collection of guns, and he's also unpredictable due to having a nasty temper, causing him to often break valuable objects. He runs his operations from a huge mansion in Starfish Island. Later, it's revealed that Diaz was responsible for murdering Lance Vance's brother, Vic, and both Lance and Tommy eventually overthrow him and take over his mansion and businesses.

 

"Big" Mitch Baker

Baker was a former Vietnam War veteran who earned a Purple Heart for killing a village full of Viet Cong. Soon after, he turned his attention to motorcycles, and formed his own MC, the Vice City Bikers, the biggest family of misfits, outcasts and badasses, based out of the Greasy Chopper bar downtown. Baker once knew Kent Paul, but had a falling out with him. He eventually agrees to work with him again and provide security for the Love Fist concert in exchange for Tommy proving himself to the motorcycle club. Baker has a fondness for pool, pinball, loyalty, racing in bikes and hard rock music.

 

Phil Cassidy

A gun enthusiast who served in the army, albeit very briefly, with future LCPD officer Ray Machowski in Nicaragua, but was dishonorably discharged due to his drinking problem. Phil once attempted to stay sober, but went back to drinking once his sister Louise was murdered in 1984. He was stated to have grown up with an abusive father, and alongside Louise, Phil has another sister, Mary-Jo, althought he hasn't been on speaking terms with her since Louise's death. Phil is later hired by Tommy Vercetti as a gunman for a bank robbery, and after successfully pulling it off, Phil invites Tommy to work for him at his place in Little Haiti in order to fix him up with some heavy firepower. Phil distils boomshine, a highly volatile and flammable mixture of alcohol and some drugs which can get a person drunk from its fumes alone.

 

Steve Scott

A skin flick director who works at the InterGlobal Studios in Prawn Island and has an unnatural obsession with sharks and mashed potatoes. After Tommy purchases the film studio, he begins working with Steve and hires both Candy Suxxx and Mercedes Cortez to work on the movie Steve is currently producing, "Bite". Despite some hardships and protests from Tommy over including shark props, along with budget concerns over some male actors, the movie ended up being a huge hit, thanks in part due to a promotion involving a spotlight proudly displaying Candy's bosoms on a building in downtown Vice City. Steve also does some non-p*rnographic work, as he may sometimes ask Tommy to perform some stunts.

 

After completing the InterGlobal Studios' asset missions, Steve Scott gifts Tommy Vercetti with a camera, which can be found in the Ocean View Hotel and the Vercetti Estate, allowing Tommy to take pictures and save them if they're good enough.

 

Umberto Robina

The leader of Los Cabrones, a Cuban street gang hailing from Little Havana. He runs Café Robina with his father, Alberto. His gang is involved in a turf war with Les Creoles, a Haitian street gang operating out of Little Haiti. Umberto was once an associate of Leo Teal, and begins working with Tommy Vercetti after hearing that he killed Leo and stole his phone. Umberto has a fascination of beautiful women and people with "big balls/cojones", which is his way of saying he has respect for said person. He really dislikes wimps and people who fight in his home turf, as he and his gang had a turf war with another rival gang, the Cholos, who were wiped out two years prior.

 

Auntie Poulet

The leader of Les Creoles, a Haitian street gang. She and her gang moved to Little Haiti once the Cholos, a Mexican street gang, was wiped out. Poulet operates out of her shack and gives people some mind-altering voodoo potions to do her bidding, which includes fighting against Los Cabrones from Little Havana. People who drink Poulet's potions often have their memories erased once the effects wear off, as demonstrated when Tommy Vercetti does some work for her. No one knows how old Auntie Poulet really is, but she's estimated to be somewhere in her 70's.

 

Love Fist

A quartet of Scottish rock artists: Percy, Dick, Willy, and the band's leader, Jezz Torrent. Currently, they're being managed by Kent Paul, and have decided to make a stop in Vice City as part of their Steel Heart Stone Cold Prostate Tour. Paul and the band have Tommy do various tasks for them, including getting ingredients for their "Love Juice", and dealing with a murderous fan who attempts to kill them.

 

Some of Love Fist's songs are featured on the radio station V-Rock.

 

Mr. Black

A mysterious voice who's a close associate of Leo Teal. He runs a hitman business and is possibly involved in money laundering schemes. Mr. Black gives Tommy missions over payphone that involve him assassinating various targets, with the instructions being taped under the phone. He seems to be unaware of Teal's death.

 

Earnest Kelly

An old man who runs the Print Works on the border between Little Havana and Little Haiti. While various printing companies usually put out newspapers or magazines, Kelly likes printing counterfeit money, and has been doing it on a small scale for a long time, as long as the plates are of good quality. Once Tommy Vercetti purchases the Print Works, he works closely with Kelly and considers him as a father figure, as it reminds Tommy of his childhood days of working with his father and cleaning the printing machines back in Liberty City.

 

MINOR CHARACTERS

Victor Vance

Lance's older brother. Together, Vic and Lance had a criminal empire in Vice City two years ago. Although, Vic was very reluctant to be a drug dealer, and only became one because that was the fastest way to earn money to cure their brother, Pete. They owned a farm in Panama, which is where Pete lives and was successfully cured. However, the criminal empire of the Vance brothers came to a halt when Vic was murdered by Ricardo Diaz's men in Viceport during a drug deal with Tommy Vercetti, and Lance escaped the ambush.

 

Gonzalez

Cortez's former right-hand man who handled the drug deals, and has once worked with Ricardo Diaz, who stole some drugs off of Cortez's nose. Eventually, though, Gonzalez cleared things up with Cortez. Much like Cortez, Gonzalez has diplomatic immunity. But once Cortez hears the news of a botched drug deal in Viceport, he suspects that Gonzalez has been secretly working with Ricardo Diaz, who orchestrated the drug deal ambush, and orders Tommy Vercetti, one of the people who survived the ambush, to kill him.

 

Leo Teal

A hitman working for Mr. Black who also works as a chef in Ocean Beach as a cover-up. He was also closely associated with Ricardo Diaz, Umberto Robina, the Vance brothers, and Frank Braden, and is suspected to be involved in the deal's ambush. Tommy goes to see Teal after Kent Paul blabbers about him, but kills him when Teal refused to talk, and also took his mobile phone.

 

Mercedes Cortez

The Colonel's only daughter. She's introduced to Tommy Vercetti when he arrives at the Colonel's party to discuss the ambushed drug deal, but the Colonel suggests Tommy to talk with Mercedes instead, as he was too busy at the time. Mercedes likes partying, going to clubs, and hanging out as a groupie for bands, such as Love Fist. She also enjoys working on cheap and sleazy movies, which is why Tommy hired her along with Candy Suxxx for Steve Scott's film, "Bite". Juan Cortez discourages his daughter from becoming a lawyer, which he would consider shameful if it happened.

 

After the film studio missions, Tommy can choose to go on a date with Mercedes and view landmarks across the city.

 

Pierre La Ponce

A member of the French secret service who was hired by Juan Cortez to steal guidance chips used in French missile technology. However, it all turns out to be a ruse by GIGN in an attempt to arrest Cortez for stealing technology belonging to the French government.

 

Jethro and Dwaine

Two mechanics who work at the boatyard in Viceport, and during their off-time, they sometimes sneak onto one of the boats they are working on and smoke weed. Once Tommy Vercetti buys the boatyard, Jethro and Dwaine leave Vice City for San Fierro, located in the West Coast.

 

Frank Braden

The leader of the Streetwannabe's, formerly known as the Sharks, living in an apartment in Vice Point. He and his gang took 3% of the profit from Ricardo Diaz, who took it as the equivalent of stealing his entire income. Diaz orders Tommy Vercetti to follow him, which turns into a wild goose chase until Frank arrives at an abandoned mansion in Prawn Island. Later, Tommy and Lance storm the island and kill Frank, taking back the money he stole from Diaz.

 

Cam Jones

A locksmith who operates his company out of Little Havana and is cited to be an expert safecracker, according to Ken Rosenberg. However, he's currenly arrested and awaiting trial, setting him up for a ten-year sentence. Tommy Vercetti goes to bust Cam Jones out of his cell at the police station and hires him as a safecracker for the robbery of El Banco Corrupto Grande.

 

Hilary King

A getaway driver that Tommy hired at the insistence of Phil Cassidy, whom Hilary is close friends with. Phil claims that he's a good driver, but he's overweight and has abandonment issues. Hilary agrees to work with Tommy, but only after Tommy beats him in a race across Vice Beach. Once they do the bank robbery, Hilary is tasked to drive around the block. However, when the cops and SWAT teams arrive after a civilian triggered the alarm, Hilary arrives a bit late, and attempts to defend Tommy, Phil and Cam, only to get gunned down by the SWAT team. Once the remaining crew loses the cops and drives to Cam's Can Openers, Tommy expresses his anger at Phil for suggesting Hilary to be the driver and getting him killed.

 

Rico and Pepe

Twin brothers who grew up in Little Havana and are part of Los Cabrones. Rico gives Tommy a task to beat his time around a stunt course in a speedboat to prove his usefulness to Umberto Robina. Later on, Pepe and Rico team up with Tommy to storm the Haitian drug factory in Little Haiti and steal the van full of drugs. While Pepe goes to scope out the factory for weak spots, Rico takes Tommy to an offshore deal between Les Creoles and Streetwannabe's in his Jetmax, and barely escapes death by jumping into the water when his boat explodes. Finally, Pepe and Rico team up with Tommy to storm the drug factory and destroy it once and for all.

 

Alberto Robina

Umberto's father and founder of Café Robina in Little Havana. He hails from Cuba and has managed the café for over 20 years. Alberto doesn't really step out of the café on the account of his heart condition and declining health. Umberto made sure that he doesn't leave the café without at least some protection, having learned from his mishap in 1984, where his father went to attend a wrestling match and a rival gang attempted to kill him off.

 

BJ Smith

Former tight-end of the Vice City Mambas who's famous for his physique and hurting opponents, so much so that he released a fitness video called "BJ's Fit for Football". He also runs his own car dealership in Little Havana, known as BJ's Used Autos, which some people believe BJ is using as a front for stealing cars, and a way for him to engage in illegal street races. The used car dealership lands BJ Smith into financial hell, as the VCPD started monitoring his activities, and he eagerly sells the dealership to Tommy Vercetti, who renames the dealership to its former name, Sunshine Autos. After Tommy purchases the dealership and deals with the financial problems of BJ Smith, he announces his planned comeback as a football star.

 

Cougar and Zeppelin

Two members of the Vice City Bikers who race against Tommy Vercetti and compliment his bike riding skills after he wins.

 

Candy Suxxx

One of America's most beloved sex icons. Tommy Vercetti hires her and Colonel Cortez's daughter Mercedes for Steve Scott's skin flick "Bite". She also has an affair with congressman Alex Shrub.

 

Alex Shrub

An extreme right-wing congressman who was elected because of his haircut and saying things that make people nod their heads. He does anything to gather votes and money, and promised to reduce taxes to zero, but under Shrub's stewardship, taxes have risen by 20% and public services declined. Congressman Alex also cheats on his wife Laura with other women, particularly the famous p*rnstar Candy Suxxx, which later comes back to bite him in the butt, as he wanted to support restrictions on the fleshy aspects of the film indutry to win votes, only to privately engage in said behavior.

 

Laura Shrub

The wife of Congressman Alex Shrub. Although she was mentioned to have left Vice City for Alabama, she returns once she hears about the incriminating photos taken of her cheating husband. In contrast to the pragmatic and amoral tactics of Congressman Alex, Laura is a slightly more honest, though no less corrupt, politician. Upon retrieving the photos from Tommy, Laura asks him to do a favor and sink Alex's career further.

 

Donald Love

The protegé of Avery Carrington and future real estate developer. Donald resides in Shady Acres at Gator Keys, and states about his desire to move to Liberty City and start his own company.

 

Maude Hanson

An elderly woman who loathes children and babies. She uses the Cherry Popper Ice Cream factory in Little Havana as a front for drug distribution, although Tommy was initially led to believe that she used the factory to legitimately sell ice cream until Maude tells him otherwise.

 

Giorgio Forelli

A loan shark and Sonny Forelli's cousin, with a history of crossdressing on some occasions. He was put on trial for fraud and was going to be convicted for a five-year sentence, but was later acquitted thanks to Tommy intimidating some jurors as a favor from his cousin. Giorgio also later reveals that he loaned some money to BJ Smith to start up his car dealership, which explains his financial troubles.

 

Doris

The former owner and dispatcher of the Kaufman Cabs taxi firm, who have a massive rivalry with Vice City Cabs, a bigger and more popular firm with more taxis. Doris encourages her drivers to act aggressive towards their rivals if necessary.

 

Mr. Moffat

A businessman that once knew Tommy Vercetti from his pre-"Harwood Butcher" days, and even shared a jail cell with him at one point. He has a wife and two kids, and said that he wanted to become an accountant, but soon gets into trouble from the VCPD, and it's implied it's not the first time this happened. Later, Mr. Moffat finds out that the reason why he kept unwittingly messing with the law is because of Jeremy Robard, a so-called "entrepreneur and VIP" responsible for putting out the "Think Your Way to Success" program. 

 

Jeremy Robard

A positive thinker and motivational speaker on the outside, a shyster with shady tactics and pompous fraud on the inside. Famous for his line of self-help tapes "Think Your Way to Success", Robard promised people to start their careers of being rich and well-paid, but for some, it sounds too good to be true. Indeed, it was, as Robard conned some of his clients by making them unwittingly carry drugs, including Tommy's friend, Mr. Moffat. Tommy does some work for Robard after calling his number and going to his "office", which is actually his apartment located on the border of Little Havana and Viceport that overlooks the airport's fuel depot, but later turns against him after teaming up with Mr. Moffat and finding out he's been set up by Robard.

 

Robard's mission strand can be accessed by calling his phone number, 1-866-434-SELF after unlocking the Vice City Mainland.

 

Pastor Richards

A firebrand corrupt televangelist from Mars, Alabama with an obsession of degenerates and anti-communism. He's the head of the Pastor Richards' Salvation Statue Organization, an organization that promises salvation to people who help fund the construction of a radiation-free giant statue bearing Richards' likeness, which comes with living spaces, and fitted with rockets so that the statue could fly into space in case of a nuclear winter if sufficiently funded. In actuality, Pastor Richards uses the money from the donations to build himself a large palace in Hawaii. Tommy Vercetti does some dirty work for him, which involves "taking care" of people that he finds sinful. Similar to CJ and Mike Toreno, Tommy gets a bit unnerved by Richards' behavior.

 

Pastor Richards' mission strand can be accessed by making three donations to the Pastor Richards' Salvation Statue Organization, done by calling 1-866-9-SAVE ME.

 

Pedro Garcia

Born in Mexico, Pedro found business by buying weapons out of state and selling them on the streets of Vice City, usually once per week. He was rumored to be a rival of another gun seller, Phil Cassidy. Phil enlists the help of Tommy by stealing the weaponry from his trucks, then finishing off his gun runners, putting a dent in Pedro's business.

 

Tara Klozoff

A rival of Earnest Kelly, and the leader of an all-female counterfeiting syndicate in Florida. She gets good quality plates thanks in part to the Vice City Triads.

 

Carl Pearson

An unreliable delivery man who works at Well Stacked Pizza Co., delivering pizza spiked with either really hot sauce or drugs, like LSD, causing the restaurant to lose customers. Mr. Black orders Tommy Vercetti to assassinate him on the behalf of the restaurant's manager.

 

Mrs. Dawson

The wife of Mr. Dawson who spends all of her husband's money on expensive things, like jewelry, for example. Fearing that he'll become broke from his wife's exsessive spending, he contacts Mr. Black, who then orders Tommy Vercetti to kill her by making her death look like a traffic accident.

 

Mike Griffin, Dick Tanner, Franco Carter, Marcus Hammond, Nick Kong and Charlie Dilson

A group of European gangsters who are planning to rob a bank in Vice City, currently under various covers. Some members are on vacation, and others have menial jobs. Mr. Black orders Tommy Vercetti to assassinate them on the behalf of his employers.

 

R.M. Lez

A businessman who believes that guns kill people and has confiscated a rare gun from someone's possession, planning to introduce a bill that bans all gun usage in Florida. Mr. Black orders Tommy Vercetti to kill him at the airport terminal, retrieve the case with the confiscated gun and take it to Ammu-Nation in Downtown Vice City.

 

Agent Alman

A DEA agent who's conducting a deal with the Streetwannabe's on the roof of the Cherry Popper Ice Cream factory in Little Havana. Mr. Black orders Tommy Vercetti to kill him and everyone else involved in the deal, steal the merchandise and take it to the helipad at Escobar International.

 

Commissioner McGinley

A once good cop gone bad. Officer McGinley of the VCPD helped establish the Vice Squad police force in 1983, then got promoted to Commissioner the following year. Though, ever since the promotion, McGinley started acting horribly, like using drugs and beating up criminals for very minor offences, which led to him getting fired in 1986. Now, McGinley resides in Gator Keys with other corrupt Vice Squad members and has incriminating info against the police. Mr. Black orders Tommy Vercetti to assassinate him on the behalf of Bob and Bruce from the Vice City Bureau of Investigations, retrieve the evidence, and take it to the police station in Washington Beach.

Ever since the demise of the Mendez Cartel in 1984 at the hands of the Vance brothers, the Diaz Gang has grown to be the most powerful organization in Vice City, with Ricardo Diaz becoming a very dominant kingpin that was at the top of the smuggling business, until the arrival of Tommy Vercetti, who worked for him until he eventually teamed up with Lance to overthrow Diaz and take over his business.

Following Diaz's death, many of the Diaz Gang members either quit or joined Tommy's gang.

 

Vercetti Gang

Weapons: Magnum, Micro-SMG, Tactical Shotgun

Vehicles: Sabre Turbo, Sentinel

Turf: Starfish Island and Tommy's various assets

Leader: Tommy Vercetti

After murdering Ricardo Diaz, the man responsible for foiling his drug deal, ex-Forelli member Tommy Vercetti and his gang become the new dominant gang in the city. The Vercetti Gang covered many businesses, including smuggling, car-jacking, armed robbery, protection rackets, and counterfeiting, just to name a few. Tommy also established contacts with various other gangs in the city, and has made a treaty stating that the Vercetti Gang should not attack the gangs that are on friendly terms with Tommy.

 

Forelli Crime Family

Weapons: Micro-SMG, Pump-Action Shotgun, Marksman Rifle

Vehicles: Forelli Feltzer, Sanchez

Turf: None

Favorite Radio Stations: Emotion 98.3 and Wave 103

Leader: Sonny Forelli

As of 1986, the Forelli Family is considered to be the most powerful crime family in Liberty City, and they want to expand operations down south. Thus, Sonny Forelli sends Tommy Vercetti to Vice City in order to open up their drug operations there and not interfere with the family's business in Liberty. Alas, Tommy's first drug deal goes horribly wrong, as the Diaz Gang members kill the dealer, Vic Vance, along with Tommy's associates, Harry and Lee, and Tommy barely escapes, leaving the drugs and money at the site, making Sonny angry, but Tommy calms him down by saying that he'll get the money and drugs back to him.

After Tommy kills Ricardo Diaz and/or helps Juan García Cortez leave Vice City, Sonny Forelli will periodically send a hit squad after him, acting in a similar fashion to the hitmen in GTA Liberty City Stories. Sometimes, the hit squad will appear in their Forelli Feltzers, other times, they'll use traffic vehicles to blend in. The Forellis attempt to tax Tommy's businesses at the end of the game.

 

Streetwannabe's

Weapons: Service Pistol, Silenced MG, Micro-SMG

Vehicles: Gang Burrito, Gang Rancher

Turf: Prawn Island, Downtown, North Point Mall

Favorite Radio Stations: Flash FM and Wave 103

Leader: Frank Braden

The Streetwannabe's are a much weaker gang compared to their glory days, when they were known as the Sharks, and were dangerous like ones, too. Despite having taken over most of the Mendez Cartel's former residences, the Streetwannabe's barely register as blips on the Vice City gang radar anymore. Like the Mendez Cartel, they had a rivalry with Ricardo Diaz, and stole 3% of his profits, which ended up costing the life of their leader, Frank Braden. The Streetwannabe's are also on bad terms with the Vice City Bikers, since they stole Mitch Baker's prized motorcycle and stored it in a compound located downtown. The only gangs that the Streetwannabe's don't have a bad rep with are Les Creoles and the Triads.

 

Los Cabrones

Weapons: Baseball Bat, The American Classic, Lupara

Vehicles: Cuban Hermes

Turf: Little Havana

Favorite Radio Stations: Radio Espantoso

Leader: Umberto Robina

Los Cabrones, a Latin street gang consisting of numerous Cuban refugees, are no strangers to gang warfare, as they have been involved in multiple turf wars, including with the Cholos in 1984, and their most recent gang rivals are Les Creoles. Umberto Robina, the gang's leader, thinks of his fellow gang members as a family, as long as they have "big cojones". They all wear cheap clothes, ranging from polo shirts to sleeveless shirts, bandanas and fedora hats, and like driving customized vintage cars.

 

Les Creoles

Weapons: Saturday Night Special, Machine Pistol, Machete

Vehicles: Haitian Voodoo

Turf: Little Haiti

Favorite Radio Stations: Fever 105 and Likkle FM

Leader: Auntie Poulet

Similar to Los Cabrones consisting of Cuban refugees, Les Creoles is comprised of Haitian descendants. They have large ambitions, as they want to expand into other ventures besides minor street crimes, including arms and narcotics trafficking. They also dabble in voodoo magic. Les Creoles engaged in a turf war with Los Cabrones, but the Cuban gang ultimately reigned victorious when they destroyed the drug processing plant in Little Haiti, putting Les Creoles out of business.

 

Vice City Bikers

Weapons: The American Classic, Butterfly Knife, Silenced MG

Vehicles: Biker Angel

Turf: Downtown

Favorite Radio Stations: V-Rock

Leader: "Big" Mitch Baker

As opposed to the other gangs, who mostly drive cars, the Bikers ride on two wheels instead of four. The motorcycle club is comprised of former Vietnam veterans with a tough attitude, long beards and leather clothes. Tommy does some work for their leader, "Big" Mitch Baker, in exchange for acting as security for the Love Fist concert as a favor for Kent Paul.

 

Patrol Invest Group

Weapons: Police Baton, Service Pistol, Tactical SMG

Vehicles: Baggage Handler (airport only), Securicar (occasionally)

Turf: Escobar International Airport, Starfish Island, Leaf Links, North Point Mall

Favorite Radio Stations: VCN Radio and VCPR

Leader: None

The Patrol Invest Group operates as a group of legitimate security guards, but they've known to be closely involved with various illegal protection rackets, mostly involving the Triads. One of PIG's fronts is the DBP Security group, which attempted to move in on protection rackets owned by the Vercetti Gang in Ocean Beach until Tommy Vercetti intervened.

 

Vice City Triads

Weapons: Meat Cleaver, The American Classic, Micro-SMG

Vehicles: Triad Previon

Turf: Viceport

Favorite Radio Stations: Wildstyle Pirate Radio

Compared to the more well-known Liberty City and San Fierro branches of the Triads, the Vice City Triads are a bit more low-key, mostly involved in stuff like extortion. This group of Chinese street gangsters' greatest contribution is supplying printing plates to a counterfeiting syndicate located in Florida. The Triads are also stated to be closely associated with the Streetwannabe's and the Patrol Invest Group.

 

Trailer Park Mafia

Weapons: Service Pistol, Nail Gun, Switchblade

Vehicles: Quad, Sadler

Turf: Gator Keys

Favorite Radio Stations: V-Rock and Alligator Radio

Leader: None

A gang of inbred rednecks so small that they don't have any sort of influence in Vice City anymore, only being prominently present in Gator Keys, with a trailer park seen in the rural area. Most of the members were formerly associated with Marty Jay Williams. That said, this redneck street gang does dabble in protection rackets and drug dealing.

Nice, I thought you're forgetting him because I can't find him in Main/Major characters sections. Glad to see him back.

Well, that would only happen if Rockstar Games and T2 had way more leniency with GTA fan projects and mods.

 

Still, it's kinda nice to think of what could have been if Rockstar gave the iconic GTA Trilogy the Mafia: Definitive Edition/Resident Evil remakes treatment.
