GTAV vs IV story ratio of gov/professional vs thug enemies?

I just noticed in GTAIV, the majority of enemy NPC’s in missions are thugs, gangsters, mobsters, and henchmen. 
there are only a few missions that have Niko killing cops/noose. Most of the time, it’s because cops are responding to the gunfight he just finished having with thugs (such as in the warehouse where Bulgarin first arrives, or in “Snowfall”). 
 

however GTAV seems to be the opposite. Only a few missions have us fighting thugs/henchmen, and the majority seem to involve either cops, IAA, noose, military, or merryweather. 
 

I wonder if a breakdown of the ratio has been done before for either game, broken down by story missions.

I remember it being a common complaint that GTA V barely focuses on the criminal underworld and instead has you play as the governments/FIBs lapdog

 

I can understand that complaint but it doesn't bother me much because in both games you're doing criminal stuff and living out power fantasies or whatever. It feels more immersive when there's more of a focus on the underworld but its nice to have the variety in enemies between both games too imo, makes them feel different.
