Is it possible to train chop, sync social club, or otherwise use network features in any way without updating to latest patch?

I’m playing the unpatched 1.0 version on PS4. I figured it was impossible to use network features of any kind without having the latest update, but I’m seeing a bunch of posts from years ago about people not having the stock car races show up, and they solve it by downgrading to v1.0, which does have the stock car races show up. I thought those races were for returning players only? So does that mean there is a way to downgrade to 1.0 while still having the game somehow acknowledge your social club account?

No, it's not possible to use the network features on older patches/unpatched game.
As for downgrading and still being able to unlock the Returning Player content (and the Social Club exclusive items too, such as the haircuts, Assault SMG, Elegy RH8, etc.), you can do it by:

1) Having the game on the lastest patch.

2) Having the PSN profile linked to the Social Club account.

3) Then, with the console connected to internet, start the game and make sure the content is unlocked (you will receive two notification, one for the SC items and one for the RP content). Once that's done, you can save the game.

Maybe, just to be extra sure, close the game and restart it (with the console disconnected from internet this time) and check if you have access to everything.

4) Downgrade the game and load the save game that you created/resaved on the latest patch.

If I do this, would I be able to pause and go to “new game” on the save that has the bonuses, and start a new game from the beginning on v1.0? I know the settings stay the same between different save files, so would these bonuses stay?

Yes. I loaded my patch 1.58 save on the unpatched game and it worked just fine (SC and RP stuff included).

I don't know if this could work.

Hey so I did everything and I was able to load into my game, and I had remnants of the bonus content (for example the rail gun stayed in Michael’s inventory), however it doesn’t look like the return player stuff is actually there in the game. The rail gun does not appear at ammunation (not even greyed out, it’s just not there at all), also the dodo and other bonus vehicles aren’t showing on the in-game websites. Is that normal? Will they appear later? Is there a way to know for sure if I’m on a game with the bonus stuff?

The Railgun (and Assault SMG too I think) not showing might be a glitch, which could be fixed by updating the game, playing a bit and saving again.
As for the vehicles:

The Elegy RH8 can be obtained by going to the character's garage and opening the menu.

Same goes for the vehicles from the Stock Car races (but only after winning said races).

The Dodo will spawn in two different locations of the map after completing a specific random event:
