It might take place in the present. But at this point any prediction concerning the setting is all just speculation. However I don't think the lack of modern technology is a decisive reason against a retro setting. A smartphone is a huge convinience in real life but all of the functions it offers in a GTA gamewere were already furfilled by other devices back then. Wether you select an app or pull out a camera, in a game it's all accesible at the press of a button. The internet is great for world building but so could magazines or newpapers. If our protagonist can carry 50 guns, tons of ammunation and a parachute, he can stuff some papers and a phonebook in his pants. Older cars were plenty fast in the 80s, it's not like we're talking about the 20s here and the driving physics were never realistic enough for theplayer to make out the difference in handling. Guns were not drasticly different either. Aks, Ars, Mp5s, Uzis and Glocks, were all available. Gen Z consumers seem to quite like stranger things and most of us who enjoyed vice city weren't born in the 80s either. Finally I dont see a reason why a retro setting shouldn't work online. The polls I saw about which time period people would prefer were pretty inconclusive but I havn't seen all off them of course. I just don't think a multi billionaire company who only cares for money, sharkcards, and milking a ten year old game, will choose a non-present setting for the next ten years for users to experience. I firmly believe it will be set in the present. This is just speculation of course and I might turn out to be wrong, but at this rate you just need to consider what's better suited for GTA Online.
