I got the version hot coffee but its still censored ps2

So i collect PS2 games that i grew up with and when i saw there is some versions of gta that does not require any mods to unlock hot coffee i went on a hunt to buy the original release and when i found it was a bit expensive 

so i got it anyway from ebay advertising  "Grand Theft Auto San Andreas PS2 Hot coffee XXX version"  

so now i loaded the game on a old memory card with some content and 20 minutes later i was invited to get some coffee for the first time (girlfriend next to cj and sweet's main homes) sorry i don't remember her name lol

it was censored....... no mini game 

did i get scammed? or is it something else 

i have a ps2 slim with ps1 compatible 

here is the box serial and cd pictures   yes English is not my main language

No. The minigame is still in the code of the early copies. It is merely disabled. Copies made after the Hot Coffee fiasco has the minigame cut. Assuming this is an earlier copy then the minigame is still on the disc, it's just simply disabled. But there are no released copies which have the minigame activated.

In order to activate hot coffee on PS2v1, the save file would need to be edited or game memory adjusted. The software (AR-Max, etc) required to make these modifications on an unmodded PS2 are rare and expensive, and the old hardware required to implement save editing is often even more difficult to acquire.

As they said, probably need some save alter software to enable it in the code.
