Missing Sandy Shores police car in PS4 version? (And other small differences?)

In the PS3 version, near the female cop outside the hospital, there used to always be a parked police car (at least at night). 
 

it is missing in the PS4 version. Is there a reason for this?

 

also, what other small, minor differences like this exist? I recently also learned that in the opening funeral cutscene, Dave Norton will be wearing sunglasses in the PS3 version, but a beanie on PS4. 
 

why is it seemingly impossible to find a comprehensive list of all of these kinds of little differences between the PS3/360 and PS4/XBONE versions? Does one exist? I can’t even find any kind of mentioning of these differences from a Reddit or forum post anywhere on the internet. Am I really the first person in history to wonder about this?

I truly do wonder about this. I am utterly and entirely SHOCKED by the fact that this has never been mentioned in the history of the existence of this game. I and many friends would often steal that cop car outside the hospital. Nobody noticed it went missing? Did anyone ever discover a reason?

Is it not in the PC version? I swear there was one parked there a few times back when I played it on the PC
