Here's another thing. Donald Love has Love Media Trump at the time of GTA 3 and LCS and IV and V didn't run his own Media conglomerate like Donald Love did. Before he became president Trump was known for his real estate his hotels, casinos, golf courses, and The apprentice he did not own radio stations or TV networks. Love was too much of a parody of '90s/'00s-era Trump, the flamboyant businessman who cares only about his public image, without any hints towards the real Trump's flirtations with politics (which go back way farther than 2016). Cranley, OTOH, was basically running a Trumpian campaign, a naked "screw you" (literally, his TV ads have a giant middle finger flipping off the viewer) to everything that "red state" America hates that was powered by an aggressive, implicitly phony machismo. If you want a parody of Trump the politician, make it so that Cranley got elected governor in 2013 and then used that as a springboard to the White House in 2016, with America still bitterly divided on him even after he lost his reelection campaign. Also, it's shocking how much that radio subplot predicted how the 2016 election would unfold. Sue Murry reads like an unflattering parody of everything people hated about Hillary Clinton, and Cranley reads like an unflattering parody of everything people hated about Trump. Love media's radio stations were probably a parody of Iheartmedia/Clear Channel communications. Whoever was the CEO of Clear Channel irl at the time of GTA 3 could be who they based Donald Love from. Could he be based on Trump? Of course, but they missed the best chance to make a nod to him in the HD universe by not naming the trump tower after him in IV.
