Restored Pedestrians

This mod restores completely, and almost unused pedestrians. Why almost? because some of them can be seen either in cutscenes or in certain missions, but from their voice lines, various types of clothing, model names, it can be concluded that they should appears in the city as simple pedestrians.
In addition to simple restoring, improvements and fixes have been made for some pedestrians.
Description has been made for each restored pedestrian, so there would be no questions about why it was done this way, and not the another way, correct me if I made a mistake in something.

Eastern european cook, from which developers made a diamond dealer. He can be seen only in cutscenes, in the same look, whereas his texture file has more types of clothes and faces.
He don't have unique audio, and there is nothing interesting in the parameters, but I can suppose that he should have met in Hove Beach as a simple pedestrian, because Chinatown has its own cook M_M_KoreaCook_01, which is implemented as a simple pedestrian.

Fixed audio. Now he won't be silent.
Improved face textures.

M_Y_Mechanic_02

Can be seen in Brucie's garage under the name Lenny.
He has a unique audio, types of clothes, faces, and all this suggests that he was a simple pedestrian, and probably has to be at the docks.

Since the system of subway trains and buses was changed, these models were simply not needed, and developers left them in files.
Only place where it seemed logical to add them was the airport, because only there you can see buses in action. What will train driver do there? well, he can just replace the bus driver.
Among the bugs, I can only mention broken models of the bus driver's hands, which I don't know yet how to fix.

This guy can be seen in cutscene on the "Final Interview" mission, and on in-game TV.
Judging by the parameters, he supposed to be another homeless.
The only bug that was noticed is a slightly broken LOD of his hands, otherwise everything is fine.

Latin American woman which can be seen in the cutscene on Escuela of the Streets mission.
By the name of the model, it can be understood that she was second version of a similar Latin American woman, besides she uses her audio.
She can be seen in Bohan, East Holland, and wherever F_M_PLatin_01 may be located, she will also be there.

From a simple pedestrian, developers made her one of Niko's girlfriend.
She doesn't have any bugs, the only thing that can be noted is her texture file contains a lot of unused textures for various extras, unfortunately developers didn't leave a single model to restore them.
Like all Latinas, she can be seen in Bohan, East Holland and similar places.

Everything is the same as F_M_PLatin_02, also can be seen in cutscene on Escuela of the Streets mission, and all that.
Only thing that can be noted is she is always silent, due to mistake in specifying audio, but I fixed it.

Latin cook, which can be seen in The Cousins Bellic cutscene, and in TBoGT on one of the club management missions.
He has unique voice lines and various look, the situation is the same as with M_M_EEcook, but it remains unclear why developers among these cooks left only a Korean cook in pedgrp, maybe he was just lucky?

Game uses only M_Y_Chopshop_02, whereas this model is missing in pedgrp.

Although he is used as a vendor by the game, he has a complete set of audio, as well as a considerable number of clothing variations, which is unusual for all other vendors.
I don’t know what to do with other vendors yet, because I need to restore at least some removed clothes for them, so that there would be more variety, so for now only this vendor is "restored".

Completely unused pedestrian. The only time he appeared was in one of the very early screenshots from the developers, where he was spawned manually rather than system generated.
Based on that screenshot, he will appear in Outlook park, but can also appears in other areas as well, like Downtown or South Slopes.

M_M_Enforcer

This guy is quite often used in various missions. Firstly as a "slimeball" on the Ilyena mission, then as a helicopter pilot on the Paper Trail mission, and finally as the character Frankie Gallo, Phil's nephew, he also appears on in-game TV as the character Lyle Cleethorpes, but he alternates with m_y_pmanhat_01.
He does not have unique audio, instead of it he uses the Irish thugs audio container. In pedpersonality file, he pointed as a criminal and bowling player, but he don't play bowling anyway, also judging by the in-game TV, he appears couple times in Little Italy. With all these factors, I decided add him to Little Italy, and to the Irish thugs.

Chinese woman which can be seen in various missions. She written in two pedgrp groups, but for some reason she does not appear in the city, so I decided add her to Algonquin.

Unused female member of the Uptown Riders gang. Can be seen in Malc trailer and on in-game TV.
How it seems to me, developers simply forgot to write her in pedgrp to the rest of Uptown Riders members.

Scenario Pedestrians (Optional)
Reason to make these pedestrians separate from others is because of the way they are restored, like some of them supposed to be used only on certain missions, events, etc. but this is the only way for now.
All of them simply spawns on certain locations and just hangout with other models, some of them can reproduce various actions, like smoking and... that's all, but you can use VPA in which I add more actions to them.

Unused fire chief. According to his audio file, he was supposed arrive on "prank" calls, but for some reason two firefighters arrives instead.
What's interesting is that in pedpersonality.dat he doesn't have +fireman flag, so maybe he was a scripted pedestrian, and appears either on calls or on some missions.

Male doctor is used on mission "Flatline", and on advertisement "Medicate Me", while female doctor is unused nowhere for some reason.
In audio file both of them has medical chat quotes, meaning that them probably suppose to appears in hospitals just like nurses, but these is some strange leftover in scenarios.dat.
In scenarios.dat there is two unused scenarios: Scenario_HospitalDoctor and Scenario_HospitalNurse. Both of them set F_Y_Nurse as a loadable model (what's the point to set her on doctor scenario?), also them has "Task(MoveBetween(4.0)", which is unknown why or with what they meant to walk on hospital.

Unused employees of Superstar (originally Rockstar) Cafe.
It's unknown is the idea with ability for the player to buy food in this cafe was implemented, but these employees have audio for this. Too bad that this feature not make it in the final game.

M_M_Hporter_01 is appears on mission Late Checkout, when F_O_Maid_01 is left unused, again for unknown reason.
In the files there is no specific information that can be used, so the only thing left is early design of this mission, about which not much is known. They also have a walkietalkie quotes, which is restored in VPA.

M_Y_FF_Burger_R and M_Y_FF_Cluck_R, are used in the game, but they never appears in hangouts, unlike female workers, M_Y_FF_WSpizza_R in that case is unused completely, so I decided to correct this situation.
They are still have some unused stuff, which I don't know how to restore yet.

Here is a map on which I indicated the places where these pedestrians can appear:

Fire icon means that M_M_Firechief appears there, hospital icon means M_M_Doctor_01 and F_Y_Doctor_01, burger icon - M_Y_FF_Burger_R and so on, and so on.
By the way, take a look at the Liberty Rush mod, which restores various systems for pedestrians and much more stuff.

So, that was the main part of the mod, but besides restoring unused pedestrians, this mod now restores other things - unused and removed clothes.
Just like unused pedestrians, a description was made about why it was done this way, and not another way.
On the one hand, we were lucky that the developers left some of unused clothes textures, on the other hand, they removed most models of them, which is why it is impossible to restore almost everything at the moment, unless a remaster with leaks of beta things comes out one day.
Anyway, thanks to @donnits for offering to add his work to this mod, without him this part would not exist (by the way, check out his workshop for more interesting stuff).

These clothes is left in the texture file of the model, however, one of the variation was lost somewhere, and apparently forever.

Just unused clothes textures, the only thing that can be noted is that m_y_gafr_lo_02 (from which the model of this clothes was taken) has almost exactly the same textures, only with either a changed color or new details.

This is a complete mess. The first thing is incorrect face texture, due to which a separate head model was made, the second thing is unused jacket textures, and the last thing is an unused pants model that does not even have textures, I wonder what happened to this pedestrian during the development stages.
But anyway, everything is fixed and restored now.

Despite the fact that this pedestrian miraculously lefted in files, his backpack was removed, which has unique textures. Fortunately, I found pedestrian with model of this backpack, and everything was restored.

Seriously, what's the point of making separate models for clothes sellers, and even not move everything that the original model had?
So, all clothes were taken from the unused M_Y_Shopasst_01 model, or rather, I replaced the whole model (and fixed face variations), except for the accessories, but they don't have any sense, due to the peculiarity of script that spawns sellers.

This pedestrian has nothing left in the files that would suggest that he had this backpack, but thanks to the in-game TV footage, and a few screenshots, everything was sorted out and restored.

It looks like the pedestrians were changed even at the stage when screenshots of the vehicles that need to be stolen for Stevie were taken.
Like with M_Y_Pbronx_01, there is absolutely nothing left in the files that would suggest that he had this backpack.

7 unique tie variations is left unused because someone decided to completely change clothes for this pedestrian.
Fortunately, one of the suit for these ties was found and restored, while the second suit is removed completely, which was unique and no other pedestrian has it.

Well, this pedestrian has these extras, and at some stage devs decided to remove them, at least models was not unique, and restoring them was not a big deal.

Thanks to the developer who showed renders of some pedestrians, it became known that this pedestrian had a couple of extras, which of course were removed.
Interestingly, texture of the hood is left in the files, but I don't find exactly the same model for it, so I had to take the most similar.
Thanks to donnits for correcting the size of the bag for this pedestrian.

There is already a mod that adds peds from EFLC to IV.

It may just be me, but I have a feeling that some of the restored peds especially M_M_EECook and M_M_Alcoholic appear way too much in one area. Driving through Hove Beach I saw dozens of them, sometimes standing right next to their Doppelgängers. Maybe it just feels that way because of the prominent looks of these peds, IDK.
If possible, I suggest to adjust the spawn rate/possibility of these.
Otherwise I am so happy with these restored peds, I think they're great!

This is an absolute random that is not configurable. The only thing that can affect on it is the number of variations of clothes, faces, etc., and since these pedestrians don't have much variations, the game loads them more often than other peds, just like a taxi bug.

Are you using RIL.Budgeted with high settings? Even with that I can say that the alcoholic may still appear too much since the game only spawns one type of homeless 75% of the time in my experience.

I will check that. Sorry but I'm not quite sure if I understand correctly: What would be high settings? You mean in RIL.Budgeted.ini? Or traffic density?

Yeah, I mean increasing the RIL.Budgeted settings in the .ini file. It's an essential mod in my opinion but it's not very effective by default, check the Liberty Rush optionals folder if you want to use my settings.

m_o_suited, m_y_gafr_lo_01 and m_y_galb_lo_02 have unused textures in their .wtd that are shared with other pedestrian's meshes (m_m_prich_01, m_y_gafr_lo_02, m_m_porient_01 respectively). I "restored" them here if you want to add them to your list.

Update:
• Created "Restored Pedestrians Clothes" mod. All information on the main page.
• Restored two more pedestrians: M_M_Enforcer and M_M_Gunnut_01.
• M_Y_Boho_01 was removed from previous groups, and added only to # POPCYCLE_GROUP_BROOKLYN

It's alright, i was just kinda a bit curious if it was unused. I'll try to take a shot at that other thing though. See how it can be resolved.
