GhettoJesus
First question: is this a legit copy? And are we talking about the classic version or the definitive edition? If the answer is yes to both then try launching the game as an administrator RajatGames

I had this weird issue (in GTA 3 at least) where the game refused to start because my monitor or GPU (idk) doesn't support the default 640x800 resolution. Also make sure to have DirectX 9.0 installed. Heck, just download AiO runtimes, uncheck M$ Silverlight and Java and let it install all the runtimes that most of the apps require and you shouldn't have any problems in the future. Gravarty
uh well, then idk. If it's the Steam version, try to rename exe from "gta-sa.exe" to "gta_sa.exe". I remember R* renamed it purposely ages ago so Windows Vista wouldn't "do stuff" Or just switch to Linux and use Steam Proton/Lutris RajatGames

Hamzeol Murf
Check If There's A Process Created For The Game From Task Manager. If There Is One You Need To End It. Try Restarting PC. Try This Much And Update Here, If It Still Doesn't Work We'll Think Of Something
