Disable lightning / Disable convertibles - Quest for the perfect Snow Mod

Hey y'all! I've been messing around with the Snow Mod, trying to make it as realistic and believable as possible.
Now, is it possible to disable lightning completely? Even if the weather still exists, if I can find a way to disable the flash of the lightning strike, it should be easy enough for me to find the sound file and disable that. I've been messing around with timecyc to no avail, and I'm unsure where to look next.
Also, I'm trying to make it so convertibles never spawn in traffic. For the Peyote, Banshee and Manana, it was as simple as adding the ext_all to their flags in vehicles.ide, but the Stallion is not so simple. There is an extra that spawns when the Stallion is in convertible mode, and it sticks out from the back of the hardtop and does not look correct. For now I have replaced it completely with the Sabre2 model, so there's slightly more beaters on the road, however I would love to maintain the Stallion if possible. One possible solution would be to make that specific extra on the Stallion transparent, but again I'm not sure where to look.
