GTA Online E&E - No target switching??

So when I'm aiming at an enemy, player or NPC, it's doesn't switch targets when I want to when I slightly turn the right stick.

 

I've looked in the options and can't find anything to turn it on.

 

Has R* removed it to make Online more difficult during combat fights?

You have assisted and Full assisted. One of those has that target switch. The other doesnt. Maybe the setting is changed. (happens sometyimes when joining others)

 

Settings > Controls. Under « Targeting Mode »

You can only change this setting in SP so I have no idea how you'd do it in standalone GTAO

you can change all settings in the main menu before loading into the game

How can I change my starting camera angle and the starting camera angle when I'm in a car. Every time I start online I have to change my camera angle back to what I like and it never saves.
