As far as i know you can find him in 7 different locations.

 

Office level

- left of Franklins desk in his dog basket

- sitting right of Franklins desk

- sitting by the couch in Franklins office

 

Intelligence/Accomodation level

- on your bed in your accomodation

- on the couch in your accomodation

- under Imanis desk

- near the couch in the seperated kitchen room

With all due respect Chop is my third favorite good boy. Though a position will likely open in my top 2 soon as one of my favorite good boys passed in late February. 
 

That said I’ve seen him in most of the places already mentioned. He gets pets from my character whenever possible.

If Franklin is in his office, I've noticed three places you can pet him. Two are the corners of Franklin's office on each side of Chop's dog bed. The other is the third floor where he's in the smoke room with Lamar. And you get 250 rp, once per day, which is kind of game breaking TBH and should be patched.

 

Other sleeping places mentioned. Chop bed, under Imani's desk, Player's Couch, Player's Bed.

I'm disappointed you can only pet him in the standing places. There should be a cutscene of you being able to pet him for the laying down places.

 

As much as I say the employees have no access to my personal quarters, I want it to be known that Chop is welcome in my quarters. He's a good boy that deserves a comfy couch or bed when he wants it. I'll just keep billing any cleaning costs to Franklin and the Agency to keep pet hair off my personal belongings.

I know I've seen Chop at the Vanilla Unicorn, he a dog for real.. We all tried going there on that peyote!  Mine usually ended mauling a convenient store clerk.
