Story:

The year is 2005, 4 years after the murderous crimewave of the "Handsome Handyman" Claude. An LCPD Officer from the Staunton Island branch named Adrian Edwards is transferred to the Portland Branch, after preventing a crime in the area just as the Callahan Bridge had to be blocked off due to criminal activity causing some damage that had to be checked out to ensure it was not too dangerous to cross over, much like in San Andreas where the bridges were shut to ensure no damage was caused, leaving him almost stranded on the island. He does some jobs for the Portland Police Chief, Martin Dunsfield, however while on break, parked up next to the Bolt Burgers location, Adrian spots two rival criminal gangs in a driving chase. He rushes to the criminals before stopping the one in the lead, and arresting the gang members, much to the rage of Martin. In response, he discharges him for arresting the criminals, however as Adrian looks for new job opportunities, he runs into the Diablos, who explained that he was able to stop a key member of the dwindling Forelli crime family, and they offer him a job. He declines, and soon Martin tells Adrian to come back to the Portland Branch station as an apology and to give him his job back, and for his first assignment back, he goes to the tunnel behind the Supa-Save Supermarket. Here, he is ambushed by many gang members, who he all kills. It is here that he realises they are Forelli men, and that the Portland Branch has become bent and serving of the Forelli Crime Family. Enraged upon this news, and feeling guilt towards contributing to it, he accepts the offer from the Diablos and begins working to bring down the Forelli Family, and then from there, taking down each corrupt officer one-by-one.

 

After the Diablo Leader, El Burro, has to leave Liberty City due to a hit on him, the group disbands to go into hiding, with only small patrol, however El Burro recommends Adrian to the Leone Crime family, now being ran by Joey with Toni as they would be the closest people to the target. With the mafia, the Corrupt Police Station is destroyed, and the cops disband. With the bridge open again however, it means that the Corrupt Cops have scattered themselves around Liberty City more, with one of them causing a blockage in the Porter Tunnel, and causing a malfunction to the Staunton Lift Bridge, blocking Staunton from Shoreside Vale and also Upstate Liberty and the neighbouring state of Alderney. On Staunton, new bosses are met, connections grow, corrupt officials killed, and Adrian's old Police Chief informed about the corruption in Portland's Department and how it is spreading. After the other cops are killed, there's only one target left, Martin.

 

 

Setting:

The Setting for this mod is Liberty City, relatively unchanged from its appearance in GTA III, however there are a few differences. The biggest difference to the main city area is that Fort Staunton has completed construction, complete with the large tower that was being built in the centre, and where the Restaurant, Opera House and Museum were once located in LCS, there is now a shopping promenade with Office Complexes, like the small fountain plaza area in LCS' Fort Staunton in the same area, but on a bigger scale and more modern. Fort Staunton is generally more luxurious than it is in both GTA 3 and Liberty City Stories (However it is luxurious in LCS.) The design will try to match the picture on the billboard outside the construction site as much as possible. It will be under control by the Weakened Yakuza, while weak, still strong enough to defend the territory they gained in 2001.

 

There's also a new build where Toni's old apartment was, a Well Stacked Pizza Joint with a Drug Store to the side, and an Ice Cream store to the other side. Vincenzo's Garage in Atlantic Quays is beginning to fall apart, after lacking a buyer since his death in 1998. Due to a strong Asbestos leakage, the Sweeney General Hospital building had to be knocked down, however due to a lack of funds, it has to be rebuilt into a smaller clinic, similar to how it looked in the beta. The site of the old Fish Factory has become a small retail park. Work on the Rush Construction building in Red Light has been complete, and now operates under the "Mexican Lawnmowers, Weedwhackers, and more", with an office on the upper floors for Embassy, a new company arisen from the criminal underbelly of Portland. Joey, due to becoming a Mafia Don, sold his garage off, and it becomes a Cab Company which may be familiar to some. A surviving member of the now disbanded Cartel turned Espresso-2-Go into a full brand, owning a store in Aspatria, in the location of the old Columbian Backlot. Luxury Penthouses have also been constructed in Aspatria, taking the place of some of the buildings that once occupied the area. North Bedford Point has received a facelift, looking more glamorous with Capitalism than ever before, due to an increase of funding in the area. All AmmuNation stores have shut down due to new gun-control laws in the city, meaning that some of the AmmuNation locations have been turned into illegal weapon stores. Kenji's Casino, without an owner present, has been shutdown, and there are plans to replace it with a much more luxury casino, to rival that of Venturas. The area with the Pay 'N' Spray and 8-Ball Bomb Yard in Pike Creek has also become a Retail Park, however with fewer stores and smaller stores than the one in Callahan Point. A Small Bridge was built, better connecting Wichita Gardens and Pike Creek / Francis International. New apartment buildings have also been built in Wichita Gardens, and more villas and housing has been built in Cedar Grove.

 

One large change though, arguably as large as Fort Staunton / Staunton Plaza, is that the tunnels have finished being built. This means that access to Upstate Liberty, and the extended Residential area of Liberty City is now here. However, there is one change that I'd like to mention, the biggest change in the entire map. Notice how I said Fort Staunton was the biggest change in Liberty City, well, there's not just Liberty City anymore, there's not just Liberty anymore, the coastal part of the state of Alderney is now here, south of Shoreside Vale. This adds a whole new experience, and on top of that, the map has Staten Island, known as Richmond Island, and the Bronx, finally expanding Liberty City to the fullest potential.

 

Features:

I'm not gonna reveal too many features, but two ideas I have are the ability to buy clothing, and also Fast Food restaurants, such as Well Stacked Pizza (The most common, because, I mean come on, it's a New York-based city and area), Burger Shot, Cluckin' Bell, Tube, Happy Blimp, Bolt Burgers, etc.

Joey Leone - Mafia Don

Toni Cipriani - Mafia Underboss

Team:

Right now, it's only me, doing the planning, however I'm welcome for any help and team members to help with the main game itself. The coding, map, etc. Once a full-team appears and we set some stuff up, I'll update this post with Team information, and add sections for other stuff.

Mostly ideas. However, I do have concept art ideas, mission orders, character connections / orders, and other stuff planned. So basically the idea guy with some help sprinkled in, however not too much because I'm at a busy part of my life rn and also I lack the skills to work by myself, and with the lack of time I can't teach myself.

Don't even bother if the only thing you can do is being the idea guy. Use this time to learn modding.

I don't wanna poop on your dreams but why even lead a mod project when not only you aren't willing to learn the skills to help but also don't have the time to commit to it? If it's a paid gig I'd understand but as it is currently, I dunno man

As for the skills part, like I said, no time. Right now I am facing a period of intense study, so I cannot occupy the time to learn the skills. I can draft an idea and make a plan, but the main process of development is alot more time consuming and without the skill from before and without the time to get any sufficient training done, I have to rely on help to get my idea out there.

 

I do have some time to commit however it's no where near enough to develop a game alone in a programming sense. I can commit time to do some simple planning, such as archetecture, however I lack much time to do anything more. It's like a Construction Archetectural Designer. They can't build stuff however they help present their vision to those with the skill set to do so. I know nobody will do something major such as development for free, however I'm mostly looking for simple stuff such as Voices, additional artists, whatnot, basically people who can help me plan something thorough so that when I can start developing, or have somebody else assist me with it, we already have a clear idea of the direction we are going, how to achieve that, etc.
