Are "heavy suits/equipments" just aesthetic or are they functional?

If I buy a "heavy suit/equipment", this suit give me more "bullet resistance"?

 

If they give me more "bullet resistance", which is the better?

 

Are there any other functional suits? I only know the diver.

The outfits you are looking at are under "Team Heavy". It comes with a bulletproof helmet, which protects you from a few headshots, but the rest of the outfit is not bullet resistant.

There are outfits under "Heavy Combat" which come with the Heavy Utility Vest, but that only works on the Apartment heists and is purely aesthetic in freeroam. (can be combined with a bulletproof helmet)

For freemode, best outfit you can get normally is a bulletproof helmet. The Combat Helmets (with Thermal or Night Vision goggles) from Smuggler's Run update are bulletproof too.
