Mouse Input problems

For some reason, whenever I boot up GTA my mouse sensitivity is super low. So I move it up where its only 2 ticks away from the top and I do some graphical change so it gives me the option to "apply changes" (cause if i only change mouse sensitivity, there isnt the option to save changes). Then I boot up gta again and changes arent saved. It is starting to get pretty annoying so I was wondering if Anyone knows how to solve it. I posted some footage of it, in case anyone wants to check it out ->
