This "Semi-Conversion" was not possible without the effort put by brave modders that are still modding GTA Vice City to this day, all the credits goes to them. PURPOSE:

The purpose of this mod is to create an alternative Vice City by changing some aspect of the freeroam on the gameplay basis and on the scenery basis, including a strickly new wanted level system heavly based and constructed upon Jack's Wanted Level Editor.


Reguarding the wanted level system, in Vice City law enforcements ARE the real enemy in the game, so now they're even more engaging having a upgraded arsenal and overall more variety among deployed forces.


Elaborating the scenery aspect, in GTA Vice City there's this clear-cut distincion between the Action of the storyline missions and the "peaceful limbo" of the city streets, that same metaphysical minimalism from the scenes of Miami Vice that Rockstar North has included in all the spoofing hints, direct references and homages to the iconic TV show. 
 

Concerning what said, in this mod the freeroam experience has shifted (to an extent) from the heavy influence of Miami Vice and it's replaced with a mixture of: the IRL South Florida "turbulent" low-life standards of living from the 1980s and the GTA III "sinister" mood of the streets, in other words new Gang peds and vehicles has been replaced to the original traffic in some areas across all the map, and in different times of the day. Don't worry, replaced peds has been chosen accurately in the pedgrp.dat to prevent breaking too much the atmosphere, as said above.

Important, this mod is intended for mid-to-high performance PCs, as is meant to bring a new kind of realism and it's compatible with graphically HQ mods.


As author of this semi-conversion* i started this just for my personal use but then, considering the amont of time involved into the making, seemed good enough to do a first WIP release to see if it's worth to an audience that would enjoy it as i do. I've some plans to expand the mod a bit more but not so much considering i can't do more as lone-modder because my scripting/programming skills stops pretty much here.

 

In conclusion i'm curious to see what are the impressions of y'all, don't forget the tiny Lore i wrote below.

In this alternative Vice City...

...all myths concerning gangs are true, in particular the Vice City Triads are real but still not present on the streets, their existence though is confirmed by the precence of their direct rivals, seen prevalently in the Vice Port area, the Vice City Yakuza. Their main business is unknow, other than hijacking the Triads businesses as it looks like, they are also been seen in the Star View Heights Construction site and in the business area of Downtown without leaving or revealing any trace of their intentions or their misterious arrival in the city. They are not much talklative and they are very territorial and aggressive toward any other gang that meet their path, on the contrary it's unknow why they're not pursuited by VCPD, on this case VCBI and FBI joined into a partnership to starting  the anti-corruption investigations. (sorry fellas, hardcoded limitation on 03F2 opcode)


Clothes: Bring pastel, azure and night blue, shoulder padded complete suits with moccasins.
Gear: Katana and TEC-9.
Vehicles: A fullbody white, late 70s big U.S. made sedan called Aquarius.

...all the Carjackers where pacefully mind each own businesses, until one day, a group of them coalized togheter to handle even more serious criminal activities. Eventrough they doen't seems to have a real gang identity  the local police officers call them simply Thieves since they alway wear a balaclava to disguise themself and to recognize them as organzed crime group they effectively are. The Thieves businesses are now not simply dedicated to car theft, infact their secondary is burglary but they also seem to do drug smuggling and gunrunner couriering. They've been seen pretty much in almost all city areas with big car parkings mostly at night time. They are much competitive and aggressive to other gangs including Carjackers but a bit afraid of P.I.Gs somehow.


Clothes: Balaclava, black long sleeve leather jacket, green-grey jeans, white sport shoes.
Gear: Knife and Colt45.
Vehicels: Dark colored scooter with a black back box called Lamb Rider.

Update:

First release is ready for download.

 

At this initial stage the mod comes with Wanted Level Editor v2.8.4.5 and v2.8.4.6 and with 7 different custom .xml files to choose from.

The concept behind Advanced Cops & Gangs remain the same, only chances are different configurations like the "Cops Only" for example (it removes the custom gangs). 

 

Did i mention this semi-conversion is compatible with custom main.csm files? like the VC Big Mission Pack By Axirion, go check it out on Moddb.

If something is wrong please tell me first here or by private message.

If you don't like that i'm using your mod i'll make sure to strictly replace it by something made by my hands instead.
