if i dont migrate my account to ps5 or xbox series x within the time period , obviously because those consoles are not available and its out of my hands , will i have to start fresh when i finally get the ps5  or xbox series x

No date has been set for completing a transfer.. So with that being said there is the possibility that you can still transfer progress a year or even two years from now. I'm sure you'll catch the news when they put out a date. I have no idea how long you had to transfer from PS3 to PS4..
