[SA] how do I change the color of the licence/num plates of cars?

Hi,

 

I have a question, how can I change the color of the licence/num plates of cars in GTA San Andreas? My mod doesn't take place in the US so having the white plates with blue/black text doesn't make sense.

 

I've tried to change the values in numplates.dat but it didn't really look like it did anything.
