Malibu Club became Tommy's but as you know there was only one "Mentioning" from Tommy but no cameo apperances.. As for your question, there's three thoughts. Number one is, there's nothing to suggest that the Malibu is a "chain" of bars. The one situated in VC might be a one shot deal. Number two, we're not exactly short of bars, clubs and other similar places, especially in LV which is obviously swimming in luxury and hedonism. Number three, who's to say there wasn't a Malibu bar at one point? Maybe they got muscled out or lost business to the many other more contemporary venues that could offer people a better time. I got really confused as I read the OP's question over and over again. Malibu is in Vice City, so why would it be in SA? Naturally we are going to assume the bar from VC, unless specified otherwise. If the question was indeed aimed at the town of Malibu then the answer is quite simple. R* doesn't like to strictly follow geography. Yeah it could have been included but it's not that much of a no brainer. They're far too small for that to be believable even in GTA world. To be fair some of them are based on smaller places and do seem to bear some resemblence to them.
