What does PAL4 and PAL8 mean?

so i was busy of making my mod but i noticed that GTA 3's txd format is Palletized but there's two of them PAL4 and PAL8, what do they mean?

One's Indexed 4bit and the other is Indexed 8bit, I'm sure you can guess which one is which.
