An NPC car I couldn't jack

Probably nine years late knowing about this, but in all these years, I just had a weird thing happen in GTA Online. I tried to jack a random NPC's car (a Weeny Issa) on the street, like we've all done a million billion times, but this time, it wouldn't let me jack it - just refused to open the door, on either side, driver just sitting in there like it's another normal day in traffic. 

 

He drove away and I immediately jacked the car behind it (another Weeny Issa), which worked just like it always has, and I chased down the first Issa, cut it off, and again tried to jack it.  I couldn't - my character kept running to the nearest car, in the next lane.  Freaked me out.  

 

That one Issa was the only time this has ever happened to me.  I was jacking cars in the minutes and seconds before and after it, but I couldn't steal this one.  I had two stars at the time; don't know if that mattered.  

 

Has anybody seen this before?  Is it something I should have known by now, after all this time?

Yeah, I've noticed this before when exiting my garage (1337 Exceptionalists Way or 331 Supply Street) on foot, there's usually one car in traffic that can't be jacked. Dunno what that is about.

This happens to me a lot when I deliver an Auto Shop Car and I'm pestered by the COMPLETE screen that prevents me from running. Sometimes the nearest car is inaccessible for me to steal.

Parked NPC massacros tend to be locked too.

A lot of cars in traffic are locked, it's mostly more expensive ones, not simple Mini Coopers.

I get this glitch a lot. Sometimes I can't drive or fly anything, sometimes it's some vehicles I can't enter.

This happens when i sell a car from the Auto shop, while the banner after completion is still up, the 1st car that pulls up is usually painted black and i cant steal it or even really interact with it, however my friend is able to steal them, i had him test that.

Its only locked for the person that just completed the mission or just entered the session. I feel like its related to the banners, but idk for sure. Certainly is annoying, especially if its a car you need for export or selling.

The Massacro does not spawn in traffic. I'm guessing you're thinking of the Rapid GT.

Except when it does. Very rarely, but I've seen them parked around Vespucci in the same places you sometimes get Pantos, Blista Compacts, Jesters, Thrusts etc..

Rare spawns in Online include Huntley S, Blista Compact, Dukes, Warrener, Panto, Glendale, Pigalle, Rhapsody, Thrust, Hakuchou. You can force spawn Dubsta2 and Adder. But never ever have I seen Massacros or Jesters. And I've been playing this game since 2015, still delivering cars to Simeon, so I actually pay attention to the traffic. What I'm trying to say is pics or didn't happen.

Except it doesn't. It can be found sometimes in single player. OP was talking about online. Thanks.

Jester does spawn naturally, i have seen it like 5 times, always around the beach area. Massacro i have never seen, only if triggered by missions.

I have never seen an NPC Jester in online.

Except that the Jester is a vehicle cargo, and there is a mission type where you have to find the car via a photo, and 1 spawn is at the beach, near the mask store and another at the pier I think.

Pretty sure both were post-mission, and definitely online. Who knows what's going on in the game code. I've even had NPC-modified cars spawn in regular street-spawn colours (White Serrano, Graphite Sentinel XS) in online, although only once for each of those. My Playstation is still in its box from a house move, so no "pics or it didn't happen" for the Massacro, but the Serrano is here. You wouldn't believe that without the video either.

p.s. There was a time that you could jack street-spawn DLC cars, but they'd kick you out (unless you were in a Gang Attack circle.). One of R*'s many "fixes".

There's a corner in Elysian Island where I've encountered both a Rhapsody and a Glendale in Online.

Yeah those streets between canals and mask shop is where they can spawn. I guess it's kinda like Tailgater spawning stationary only in specific spots, just more rare or something, hence why some people never saw them.

All vehicle cargo and exotic exports spawn with pre made modifications, these cars spawn stock.

Yeah Tailgater used to spawn at some of those set locations when it came up on one of Simeon's texts. The locations I remember are the golf course parking lot and in the big parking lot at the Marina (across from the Helicopter pads) near the canals. Those locations still spawn Simeon's daily car texts but since the Tailgater was removed it won't show up. There's another Simeon parked spawn that's at the narrow LifeInvader parking lot facing the golf course side but I don't believe it ever spawned Tailgaters. It'll still spawn Banshees, Coquettes, etc. and being near the Golf Course makes finding a parked car from his list pretty easy.

I used to see those two spawn on the Vagos projects block. The south curved road facing the bridge that goes Elysian Island. Haven't seen them in years though.

 

Last I knew the marina parking lot mentioned earlier can still spawn some early DLC motorcycles like the the Thrust that are Too Hot to garage keep but you can drive them around. It's kind of rare and not sure I've seen them since The Contract. Being on a motorcycle can help but I think you need traffic luck too similar to sourcing Phoenixes. Those motorcycles may spawn in traffic some still but not sure.

 

EDIT: Just ended up down by Vagos turf after finishing a Gang Termination. Huntley S was in traffic with a Glendale behind it and another Glendale parked in the south parking lot (where Vagos gang cars spawn).

As for locked cars in general the only ones I really run into are free roam mission related. Usually enemies that chase you and often in newer DLC cars. In the one Nightclub sale that ends at Elysian Island, there's some gang guys you need to kill at the end that have some imports (I think Kurumas) which I believe are locked. Similarly if you rescued Packie, the Police Van can still spawn and it's locked. There are also some motorcycles and convertibles that are locked too which is kind of funny since it makes your character look like an idiot for not being able to break into it. Convertibles they'll try the outside door and give up. Motorcycles they won't do anything.

The cars are rare and will pretty much spawn mainly on the 2-lane road between Maze Bank Arena and Vagos territories, nearby parking lots included. Sometimes they will bleed over to other districts, but that's even more rare. It's kinda similar to single-player, but very watered down. The bikes I've only ever seen at Vespucci, nearby the barber shop there.

DLC bikes and cars can be triggered in an LSIA parking lot too. It's the parking lot that's east of the Opium Nights building and north of the 10-car garage, 1337 Exceptionalists Way.

 

Triggering it is weird though. From some brief testing I could only get them to spawn by swimming there from Elysian Island. I pulled it off once or twice years back when messing around but with the new Gang Termination on the cargo ship there I've had it happen a few more times. If you dive off the cargo ship named Octopus and swim across they should spawn. I'm currently sitting on a Hakuchou with a few Huntley S-s parked around.

 

Kind of pointless though since I believe they're all too hot to keep. I guess a few like the Huntley S will count for Exotic Exports but using them will mess up the spawns for getting all 10 in a day.
