I think it’s a mod but I really wish it was a game for the consoles cause you can actually sell crack and buy it it also shows lil devil and big devil those are the 2 Gs buried in the cemetery at the first of the game. But if someone wanna experience something like an Introduction mission, there exists DYOM which is related to the OG Introduction video by R*. Personally, I ain't a fan of these DYOMs because sometimes some people take the story too far and this lack of inconsistancy is something that I hate but many people like it so I guess, you might as well give it a try.
