Download patch 1.0.7.0 : https://support.rockstargames.com/articles/200145406/Grand-Theft-Auto-IV-Patch-7-Title-Update-v-1-0-7-0-English-1-0-6-1-Russian-1-0-5-2-Japanese Run > UpdateTitle.exe after completed check your GTAIV.exe file if it says 1.0.7.0 (you successfully downgraded) Download XLivelessAddon : http://public.sannybuilder.com/GTA4/xliveless-0.999b7.rar add all the content to your main game folder.
