Uncompress a texture?

Hey guys! i'm making a mod called The Full Experience Of San Andreas (TFEOSA), and it's goal is to remove Texture Compressed textures and add PS2 parts that are better than PC, but since PC has improvements i  will try and keep it, but the problem is they are compressed and i want to uncompress it, is there any way?
