VC - Neon mod breaks the textures

I've been trying to mod VC with the mods used in this video and installing them in the order provided in its description. It's all good until I install the Neon mod which makes some textures really low-res.

 

 

Before, notice the Ocean View windows

This is not an isolated case, most storefront looks like garbage with the mod on.

 

Any idea on how to fix this?
