I have a mod that DOES NOT exist anymore. Can I post it?

Hello, so today I was going through some of my old USB flashdrives and today I discovered that I have a mod for GTA IV that can't be found online anymore. It's the Dilettante taxi mod. The original one with the LC Taxi logo on the taxi doors to replace the Cabbie. I've looked up the mod and can't be found anywhere else. Even the livery on the LCPDFR website after clicking to view the original mod will tell you that it doesn't exist anymore. The original creator deleted their account and the mod from GTAPoliceMods. So my question is, can I post this mod again since it can't be found anywhere else nor the creator can be reached, and when I post it can I say it's NOT my mod but the creator, gfxle, is credited instead? I want to give the people the chance to have this nice mod again, but before I do that I want to make sure if it's ok before doing anything. I will not claim it's mine. Just reuploading it.

I would say to proceed with extreme caution. If the original modder has deliberately removed the mod from online, then it means they don't want it being distributed/downloaded anymore. Always assume it's a No in these cases, unless the mod author themselves can give you a Yes answer. They are ultimately the only person that can give you permission to reupload it.

 

And I say this as a modder who has done exactly this, I removed all my mods from online and then had to start chasing sites when unauthorised links were posted... it's not a fun way to spend your time and it can end up costing you money if the site doesn't cooperate.
