The interesting thing about the Tribal Hybrid Concept album is that the 2 sounds sampled for ambient music in gta3 off this album are themselves sampled from elsewhere (I can't find the original Keep Up Berlin sample).. It could be just be a super weird coincidence but I think its a pretty strong link. The album came out in 2000 as well, I could imagine some R* employee picking the CD out of a bargain bin for a couple bucks and thinking if he distorted the samples enough no one would ever make the connection. He did pretty well seeing as no one did for 21 years.
