Regardless of when the game takes place, I think having a spanish protagonist jumping the border and climbing the criminal ladder in Vice City would be ideal. We wouldn't want another Vercetti clone, especially since Vice City is the largest den of spanish cartels and other low life criminals.

They wouldn't alter Liberty City's design unless they start a new universe.

 

GTA 3, GTA Vice City, and San Andreas are in the GTA3-era universe. GTA IV and GTA V are in the HD-era universe. Different city designs can't coexist within the same universe, e.g. GTA 3's Liberty City and GTA IV's Liberty City can't coexist. Therefore, Rockstar would break the laws of their own universe if they created a completely different, brand new Liberty City that happens to exist within the already established universe. They could certainly add new interiors, upgrade the textures, add more traffic and pedestrians - but not completely change the entire design. GTA lore is complicated but I highly suggest reading about it, it's interesting stuff. 

 

Not to mention the foundation is already there, and they can reuse assets. That's precisely why it would be the same exact Liberty City from GTA IV, with a fresh coat of paint. Compare the town of Blackwater in Red Dead Redemption to Red Dead Redemption 2, this is an exact example I'm referring to. It's the same town in both games, but different time periods - different enough to be fresh, but it doesn't break the lore. Different interiors, new textures, and so on.

I personally believe it would remain in the same HD universe, only for the sake of GTA Online continuing/tying into GTA V. I'd say they'd want more than 2 mainline games in the HD universe before ditching it. But it's really anyone's guess.

Liberty city is too small for a 2023+ title, it will be like a small town in comparison to whatever city they are working on

Honestly, with the GTA Online DLC's having references to the older games, and one of your Agency receptionists even making a reference to OG Loc (not directly but describes him and I do believe Madd Dogg is named), the "universes" thing has probably been thrown out the window, kind of. Not that I ever cared that much about it tbh, they already had OG Loc and Madd Dogg vinyls in the 2013 GTA V.

I'm honestly hoping for R* to bring Vice City back to life with VI. Reimagine it with a bigger map, add in stuff like a swampy area (similar to the Everglades) and a few off-coast islands. Like what if there was a lore correct version of Cuba off the coast of the city that missions were available in?

The way I see it is sorta' like comic books. The events of the previous games happened in every universe. Just the details, and characters may be slightly different in the current universe (The HD Universe). Example, if GTA VI is Vice City in modern day, there may be vague references to Tommy Vercetti, or full references to him. But the specifics of what happened may likely be different.

 

Spider-Man always has Uncle Ben & Aunt May in every universe. But each one looks different or has slightly different variations and stories. Think of it like that.

i hope vi has same involvement by sam  i remember reading an interview of sam talking about how much he adores the show while they were making vice city. hopefully he is not just partying and working with humphries and unsworth as well
