GTA IV shadows are stupidly un-optimized.

so recently i had installed this shadow mod for gta 3 from this website [III] Shadows (soft dynamic shadows) - MixMods. The shadows looked really nice, no aliasing on them and didnt cause any lag, then i thought about gta 4, if i turn my shadows to medium not only are they ugly with aliasing but they take much more fps than this mod for gta 3. whats the difference between this mod and gta 4 shadows? the other thing i tried to do was turning off shadows completely and then looking for some 3rd party program to add shadows into gta 4 like reshade but i couldn't find anything like that. is there a way to fix the shadows in gta 4?
