Michael. He may not be military trained like Niko and Vic but he has the most experience and has really good accuracy and aim.

 

The worst shot is probably Franklin, as Michael tells him that he needs to brush up on his skills at the gun club.

I'm curious, where is it ever stated that Michael is a master marksman? It just sort of seems like a given thing based on his special ability? Nico and Victor actually have military experience in their character history.

All of them, you gotta be a special shooter to be able to kill entire armies of gang members/police/feds by yourself.

It's pretty much just a given thing tbh, his special ability highlights his shooting skills and aside from the fact that he's seen it all and done it all as a master criminal that's about all we know about him. Niko and Vic definitely are some of the best shooters, one could say that they are the best. But for some reason I just feel like Michael is a tad bit better with his marksmanship. Just my opinion though.

Realistically it's probably Niko given his military background. I can see why Michael would be near the top so I am throwing in Vercetti as well, since he is the Harwood Butcher so he most likely knows his way with a gun if he could kill 15 people alone. Vic's military life was pretty short but he might have learned a few tricks when it comes to firing weapons.
