Cutscene stutter at high frame rate

Anyone else having the issue that the cutscenes arent as smooth as the gameplay when above 30fps? When you're around 100fps its pretty smooth but when youre at 40-60 its really not, its just really choppy or the movement of the characters/camera is just not smooth. Most people dont notice it but I notice a huge difference between cutscene and gameplay at a locked 60 fps.
