Gta Vice city lagging while in 1920x1080

There has be a lot of lag when I go near leaves. For some reason this lag is caused by me being in the resolution 1920x1080, and no its not because my pc can't handle it. My pc can run gta sa great on 1920x1080 and gta 3, but for some reason this lag is only happing in gta vice city, and near leaves for some reason.
