I think you can use any new vehicle, you can even use a weaponized Buffalo in races, the weapons just won't work there. I wish we had these options for the Torreador etc. too, just disable the weapons/special functions and let us use them in races as regular cars in their classes. Vigilante was always allowed and intended to be used there seeing as it exclusively features bullet-resistant windows on heists, and to this day I still think the Toreador was a oversight they never bothered to fix since the Stromberg is still not allowed. Mistake or change of policy, we likely will never know. Technical Custom, Barrage, Nightshark etc. are also powerful vehicles for heists or contact missions. Interestingly some vehicles work in contact missions (e.g. Deluxo) but not in heists whereas you can't use Securoserve vehicles in contact missions either.
