Help! AP Packer Won't Impound!

I successfully managed to impound the AP Packer once but I once I figured out how to get the Nebulas I went back to an old save file and no matter what I do, the damn thing is a no show.

 

I've tried the pimping method three times and I've tried driving it back up to the Just Business mission marker to impound it that way.

 

In all instances, Immediately save my game in a new slot and check to see if it's there and the lot is empty. Has anyone experienced this? I'm at my wits end. What am I doing wrong?

 

Edit: Never mind. I rewatched Jam8tone's video and I apparently misremembered the part where he says that he never has to look at the impound zone when entering. I took this to mean that no one needs to do this but that's simply not true.

 

This last time, I went back, marked where the zone was on my map, kept my camera, in place and bam there it was.
