GTA IV Complete Edition (Steam (Textures disappear despite 6GB Vram)

Good evening for the first time greetings from Austria ...

I don't have the problem that I have little Vram available, rather the problem that only the textures load slowly.

I bought GTA IV on steam 5 days ago
and I also got mods. I have been trying for 4 days to finally bring GTA IV to run without having to do without my mods.

First of all, yes, I know that GTA IV has performance problems.
But if the ultra gamers get it packed with RTX and all the trimmings GTA IV crammed with mods without problems, it has to be fixed somehow
And I know my pc is doing the job. My graphics card is from 2020.


About my system components:
System: Operating System: Microsoft Windows 11 Education
Processor: AMD Ryzen 7 2700X Eight-Core Processor, 3700 MHz, 8 core (s), 16 logical processor (s)
Memory (RAM) 32.0 GB
Graphic Card: NVIDIA GeForce GTX 1660 SUPER 6GB
Monitors: Gigabyte (WQHD, 2560 x 1440) (165HZ)


To the game version and installed mods.
Current Game version:
 NYC Car Pack Final (Vehicle.img size: 360.45MB)
Road texture: (DKT70 Option 2 from iCEnhancer 3.0 Pack)
Graphic Mod: CRY ENB V3 (Mid-End Settings)

You can see in the videos that I link to here how I sometimes move the mouse pointer in the game when I'm in the menu as in the first video, there should normally a performance display what was not recorded in the video, but I have in the game average in the house of Niko 101 - 120 FPS
when I'm out of the house an average of 54-70 FPS
(what I noticed I have GPU payload utilization of 89-100% but as far as I googled that is normal when playing games)

What I've already tried:
1.) I patched from and1.0.8.0 and now the
With the same mods and of course in all versions also with command lines (although in there was an error when I entered -availablevidmem 4096.0 there was a limit of 2048 MB vram which was displayed to me but what was in has been fixed)
The has a clear improvement in performance but the textures still disappear

2.) I followed everything in this YouTube video

(I ask for help there has to be a possibility, maybe a fix, can not be that it works for the hardcore gamers but my system does not manage it better greetings.
