Graphic Issue: colored lines on Screen

When I was driving in game, I realised that there were these green and pink lines on the bottom of my monitor that are only visible under daylight. I don't know if it is a in-game issue since it also happened in my old PC or is it a hardware problem but it didn't happened in any other game I played. I tried to capture it but this is the best I can do but when I drive really fast on road, it's really noticeable.
