It's possible to change NPC weapon?

So basically i want to change SWAT officer's weapon from micro smg to M16 and FBI agent's weapon to Micro smg, but after an hour of opening files and stuff, i got no idea how to do that

Small question: I also want to change AK and M16 rate of fire but the notepad only write the rate of fire of both weapon as 1 so i'm afraid if i change it, the weapon gonna be broken
