Radio is always loud during cutscenes and dialogues!

So i encountered another bug or glitch, or whatever you wanna call it. And so, during the cutscenes, or when characters talk between each other in the car, the radio sound should automatically become quiet, when someone talks. But it doesn't in make case for some reason, cause radio is always loud, and when characters talk, i can't even hear them and what they said. Now, i never encountered this bug before, and i didn't found any solution for it in internet, so i decided to ask about it here. Maybe someone knows, what's the deal here and how to solve this bug? And nope, this is not a problem with my sound card, cause original Vice City and GTA 3 works fine, and when characters talk in those two games, when i'm driving, radio sound becomes quiet automatically, but again, this is not the case with GTA San Andreas. And YES, i'm talking about original PC release of the game, and not recent remaster. If someone knows why this is happening, then help me to solve it. Maybe i need to install some sound drivers specifically for this game or something. And again, my sound card is working perfectly fine, like i said, and my sound drivers is Realtek HD version 6.0.1.8625. DirectX is installed too and it's up to date.
