Vigilante with Rhino bugged?

Stole the Rhino twice now and on vigilante no more targets appear at certain points. The timer is still going down and the mission is still happening but no-one around.

 

Edit: the mission timer has stopped, I was looking at the game clock.

So is this a known bug?

I had this one as well while playing on Xbox One. Once the timer stopped around third enemy and second time around fifth one. Thankfully I was able to complete full vigilante during my third try. I think enemies may not be counted correctly if You smash their car with Your tank. I was killing all of them with a tank gun during my third attempt and I finished it without issues.

I think you are right. There were a couple of kills where I couldn't see the enemy due to explosions so I probably drove over them.
