How to fix this round shadows?

How do I fix those round shadows on peds? When I downgraded the game, the shadows under peds and CJ just get round instead of the normal and realistic extended ones like with the steam version. Is there a mod to fix this? Also in the steam version of gta sa the vehicles shadow is also better and realistic.

To get dynamic shadows, turn up the Visual FX Quality.

 

You can also control the shadows separately using the MixSets plugin.

 

NoStencilShadows     = 0

UseHighPedShadows    = 1

 

There are further settings for tweaking the visibility distance of the simple shadows, and the color of dynamic rotating ones.
