How do I add EFLC radio stations and restore the DJs lines in GTA IV 1.0.8.0 with DLC?

I tried to add in EFLC stations and DJ lines to GTA IV + DLC patch 1.0.8.0 using the new downgrader, but it crashes on launch. Anyone know a way around this crash? Also, any alternate ways to restore EFLC stations with DJ lines?
