How do i modify Definitve Edition pak files [SOLVED]

So i'd like to know what tools i need to open and create pak files, so i can port old gta sa models mods to DE. (I want to port vados ped pack specifically)
I think i can figure out the coding and file management by myself. I just need to know what software i need to quickly open and create pak files, preferably without downloading the entire unreal engine 4 development kit. 

Sharing this information would also accelerate the new modding scene in general, so please don't gatekeep and just tell me. And if there is no short and easy way that 's fine too, just explain me how to do it damit.
